What changes in 2026: digital Carta de Condução and EU mutual recognition

From 2026 the Portuguese Carta de Condução is increasingly available in digital form on the eID app linked to the Cartão de Cidadão. The plastic card remains the primary document for cross-border travel, but the digital version is recognised within Portugal and many EU/EEA Member States by police checks via the EU mDL (mobile Driving Licence) framework, expanding from 2025-2027. Issuance and exchange remain the responsibility of the Instituto da Mobilidade e dos Transportes (IMT), with the legal frame in Decree-Law 138/2012 and the EU Driving Licence Directive 2006/126/EC (recast in Directive 2024/…).

For emigrants the headline rule is unchanged: a Portuguese Carta de Condução is valid in all EU/EEA Member States and Switzerland without exchange, throughout its validity period. Outside the EU/EEA, the rules vary by country: some allow exchange without a new test (most Mercosul members, several states in Australia and Canada via bilateral conventions), some require a theory or full test, and a few do not recognise Portuguese licences at all.

EU/EEA: keep your Portuguese licence as long as you want

Under Directive 2006/126/EC, all EU/EEA Member States plus Switzerland mutually recognise the Carta de Condução. You may continue to drive on your Portuguese licence for as long as it is valid (typically 10-15 years for category B, with shorter periods for older drivers and heavier categories). Renewal can be done either in Portugal during a return visit or in the host country: most EU/EEA Member States allow voluntary exchange to a local equivalent, and require it on renewal once you are tax-resident there. The exchange is an administrative process — no test.

Each Member State sets its own rules on whether you must exchange the licence after taking up residence. France, Germany and Spain all permit indefinite use of the Portuguese licence until renewal, but most require local exchange after the licence expires. Italy and the Netherlands tend to enforce earlier exchange (within 2 years of residency). Confirm with the host country’s authority (Préfecture in France, Führerscheinstelle in Germany, DGT in Spain).

Renewing your Portuguese licence from abroad

Renewal of the Carta de Condução is normally done in person at IMT or at a Centro de Inspeção Médica de Condutores (CIMC). Required: medical certificate (certificado médico, valid 90 days), Cartão de Cidadão / passport, current Carta de Condução, recent photo, fee €30-45 (2026). For those above 50, the medical is more frequent (5-yearly typically). The renewed licence arrives by post within 4-6 weeks.

For emigrants, renewal can be done during a return visit to Portugal — IMT branches in Lisbon, Porto, Coimbra and Faro have walk-in services with online appointment booking. Some consulates abroad provide IMT-medical-certified flow: confirm with your local consulate in Paris, London (pre-Brexit-era flow has changed), Geneva, Luxembourg, Caracas or Toronto. The medical certificate may also be obtained from a foreign doctor in some bilateral arrangements but typically must be translated and apostilled to be accepted by IMT.

The International Driving Permit (IDP) via ACP

The Automóvel Club de Portugal (ACP) issues the International Driving Permit under the 1949 Geneva Convention or the 1968 Vienna Convention, depending on destination. The IDP is a translation of your Carta de Condução into multiple languages and is required (or strongly recommended) in many third countries — Japan, China, Saudi Arabia, several Latin American and African countries.

Application: walk-in or online at acp.pt. Required: Cartão de Cidadão, current Carta de Condução, recent photo, fee €15-25, processing 1-3 working days. Validity: 1 year for the 1949 IDP, 3 years for the 1968 IDP (or until your home licence expires, whichever is sooner). The IDP is not a substitute for the Portuguese licence — you must carry both when driving abroad.

Loss, theft or expiry abroad

If your Carta de Condução is lost or stolen abroad, file a police report locally and contact the Portuguese consulate. The consulate cannot issue a replacement licence directly but can certify your identity for IMT to process a remote replacement. Many consulates offer a fast-track flow with IMT online — turnaround typically 4-8 weeks, with an interim driving certificate (certidão provisória) emailed within 1-2 weeks for legal driving in Portugal during return visits.

If the licence expires while you are abroad and you cannot return immediately, you continue to be entitled to drive in EU/EEA Member States only if the host country recognises post-expiry use under its rules — most do not. Plan renewal at least 3 months before expiry; either return to Portugal or exchange to a local licence in the host country (which then becomes the licence of record, and the Portuguese is surrendered).

Categories, codes and the medical fitness side

The EU model Carta de Condução shows category codes (B, BE, C, CE, D, DE, A, AM, etc.) on the back, with European harmonised restriction codes (01 corrective glasses, 02 hearing aid, etc.). When exchanging in another EU/EEA Member State, all categories are translated to the host country’s system. Older Portuguese licences with discontinued category codes (e.g. pre-2013 categories) are upgraded under the EU recast rules.

Medical fitness is verified at each renewal by the Centro de Inspeção Médica de Condutores. Drivers with chronic conditions (diabetes, epilepsy, sleep apnoea, severe vision restrictions) require periodic medical confirmation and may have shorter renewal cycles. Notify IMT promptly of any change in fitness — driving while medically unfit is an offence under the Código da Estrada.

Common mistakes when driving abroad

Forgetting to exchange in the new country after the deadline. Some EU Member States require exchange within 2 years of residency; missing the deadline can void the licence locally. Set a reminder.

Driving on an expired Carta de Condução abroad. Insurance void in most countries. Renew at least 3 months early via IMT or consulate.

Not carrying the IDP where required. Police can fine and immobilise the vehicle; rental contracts may be voided. Carry both Carta and IDP.

Surrendering the Portuguese without keeping a copy. Once you exchange to e.g. a French permis, the Portuguese is sent to IMT and cancelled. Photocopy and scan before surrender, in case of future return to Portugal where re-exchange is administrative but needs the original number.
