The questions that expose the difference

  • ”Who delivers at my address?” A company name at each end, not ”our partner network”.
  • ”What does the price assume about the address?” In Portugal: Lisbon’s Pombaline and early-20th-century buildings and Porto’s Baixa and Cedofeita have no lift or a tiny one, so the exterior lift (about €600 per side, arranged on request at cost + €50) is how furniture reaches a fourth floor; in Lisbon the street-occupation licence comes from the City Council with an hourly EMEL compensation, in Porto the moving permit needs at least 22 working days’ notice; Algarve and Cascais urbanisations need a shuttle van. A quote that did not ask will be corrected on the day.
  • ”Who prepares customs?” From the UK, Switzerland, Norway and overseas household goods owned six months enter free of duty and VAT after twelve months outside the EU, with an inventory and proof of residence; 23 % VAT otherwise.

Portuguese practicalities every company must handle

Once in the country, the NIF from Finanças or a Loja do Cidadão first, the CRUE at the Câmara Municipal within 30 days after the first three months for EU citizens, AIMA for non-EU citizens, and the SNS number at the health centre. France–Portugal is the busiest long corridor both ways (71 quotes in, 56 out, about 1,600 km) and, after Spain, the cheapest per cubic metre: a 5–15 m³ one-bedroom load into Portugal had a Gold median of €3,550. In the 5–15 and 15–25 m³ bands the UK sat €800–€1,700 above the Dutch and Belgian equivalents – customs clearance and the Channel crossing – but at 25–40 m³ the gap closes (€8,600 against €8,650 from the Netherlands) because a full house needs a dedicated vehicle either way (UK rows with n = 3–4 are indicative only). Spain–Portugal, under 900 km, is the one corridor where a 25–40 m³ house move came in under €5,000 at the Gold median.

Two cheaper options: Flyto Budget (dedicated transport on agreed dates, you load and unload) and pallet freight for roughly 1–6 m³ of boxes you pack and palletise – the lowest price for a student room. Extra work is billed at €85 per hour per mover; items over 80 kg (pianos, safes) are priced separately.

What moves the price on a removal to or from Portugal

  • Volume sets the vehicle and the crew. A video survey or the room-by-room estimator in the price calculator gets it within a couple of cubic metres; ”a two-bed flat” does not.
  • Street occupation in Lisbon. The licence to occupy parking for a removal comes from the Câmara Municipal de Lisboa, not EMEL; EMEL is then notified before the occupation starts and paid by Multibanco reference, from €0.80 per hour (green zone) to €3.00 (black zone), and €8.00 on weekdays in restricted-access zones, per EMEL’s public road occupation FAQ. Without it the lorry parks where it can, and the carry distance is what costs you.
  • Parking conditioning in Porto. The Câmara Municipal do Porto wants the request at least 22 working days before the date and payment at least 8 working days before; it is only valid once the final written notice (ofício) arrives, per the Portal do Munícipe. Heavy vehicles entering the restricted-access zone (ZAR) in its restricted hours (08:00–10:00 and 18:00–20:00) need a separate circulation request, per Porto’s mobility services. A Porto move booked three weeks ahead will be done without a reserved bay.
  • Lagos and the Algarve. Occupation of public space in Lagos is licensed by the Câmara Municipal de Lagos under its licences and fees regulation. The walled old town and the marina streets do not take an articulated lorry, and gated urbanisations from Luz to Vilamoura often need a shuttle van – ask whether it is in the price or on the invoice afterwards.
  • Permits and external lifts are outside every Flyto price. We arrange them on request at actual cost plus €50 handling: a parking permit typically ends up at about €200 per side and an external furniture lift (elevador exterior) – the usual answer to a fourth floor without a lift – at about €600 per side.
  • Dates. June to September, month-ends and Portuguese and Spanish public holidays are booked first; a flexible loading week outside those windows is the single cheapest change you can make.
  • Storage in a Flyto hub, if the new home is not ready, costs €100 per month per 6 m³ wooden container plus a one-off €15 per m³ handling fee.

Route and transit time

Lorries from Lisbon or Porto to France, Benelux, Germany and the UK cross Spain and exit at Irún for Bordeaux; the Algarve adds roughly 300 km. Under EU Regulation 561/2006 a driver may drive 9 hours a day (10 twice a week) with a 45-minute break after 4.5 hours, so a dedicated vehicle covers about 600–700 km a day: typically three driving days to Paris, four to the Netherlands or Düsseldorf, four to five to England including the Channel crossing, plus loading and unloading days. A consolidated load sharing the lorry is cheaper and adds a 5–10 day delivery window. Both are typical, not guaranteed.

Customs and paperwork for removals to and from Portugal

Inside the EU there are no customs formalities for household goods. A removal from France, Spain, Germany, Benelux, Italy or Ireland to Portugal needs no declaration, inventory or proof of residence; the CMR consignment note is the only transport document. Moving to Portugal from the UK, Norway, Switzerland or overseas. Household goods enter duty-free under Regulation (EC) 1186/2009, Articles 3–8: normal residence outside the EU customs territory for at least 12 continuous months; goods owned and, if non-consumable, used for at least six months before the move; entry for free circulation within 12 months of establishing residence, in one or several consignments; no lending, pledging, hiring out or sale for 12 months afterwards without notifying customs. Alcohol, tobacco, commercial vehicles and professional equipment other than portable tools are excluded. The declaration goes to the Autoridade Tributária e Aduaneira with an itemised inventory and proof of residence; goods that do not qualify pay duty and 23 % VAT.

Moving from Portugal to the UK. Apply to HMRC for Transfer of Residence relief (form ToR1) before the goods ship: at least 12 consecutive months outside the UK, goods owned for at least six months, imported within 12 months of arriving. HMRC’s unique reference number goes on the customs entry; without it the load pays import duty and VAT plus the clearance agent’s fees. Relieved goods cannot be sold, lent or hired out for 12 months.

Moving from Portugal to Switzerland. Household effects are declared on BAZG form 18.44 at a customs office handling commercial goods, Monday to Friday 08:00–11:30 and 13:30–17:00; the goods must have been in your use for at least six months and stay in it, and BAZG recommends sending the file at least two working days before the lorry crosses.

Moving from Portugal to Norway. Removal goods are declared on form RD 0030 (flyttegodserklæring) with an itemised list, per Tolletaten: at least one year’s continuous residence abroad, goods used there, arrival within one year of the move. Motor vehicles, alcohol, tobacco and professional equipment are excluded; anyone without a Norwegian ID number needs a TRK customs number first.

Arriving in Portugal: NIF, registration, driving licence and your car

  • NIF first. The tax number is needed for a rental contract, bank account, utilities and employment; foreign nationals apply at any Serviço de Finanças or Loja do Cidadão, by prior appointment, with a passport and proof of address, per the Autoridade Tributária; our guide to opening a Portuguese bank account covers what the bank asks next.
  • Tax address. An address change that alters your resident status must be reported to the AT within 60 days (15 days otherwise), via the Portal das Finanças or a booked appointment, per the AT’s address rules.
  • Registration for EU, EEA and Swiss citizens. After three months in Portugal you have 30 days to request the Certificado de Registo at your local Câmara Municipal, with ID and a declaration of employment, self-employment, sufficient resources or study; issue takes at least one month and the certificate covers stays of up to five years, per AIMA. Non-EU citizens, including UK nationals arriving after 2020, apply to AIMA for a residence permit under their visa.
  • Driving licence. EU and EEA licence holders must register their residence with IMT within 60 days; registration is free and exchange is optional at €30 (10 % less online), per IMT. UK licences fall under IMT’s OECD rules; the UK government’s Living in Portugal guidance says residents can normally exchange without a test and drive on the UK licence until it expires, with a caveat for licences originally issued elsewhere.
  • Bringing your car. Vehicle tax (ISV) is waived on transfer of residence if you lived in the previous country for at least six months, the car was bought there with local taxes paid and owned by you for at least six months, and you apply within 12 months of moving; one car or motorcycle per person once every ten years, not to be sold, lent or hired out for 12 months after Portuguese registration, per the AT’s ISV exemption FAQ.

Do I need a parking permit for a removal in Lisbon or Porto?

In Lisbon the licence to occupy parking comes from the Câmara Municipal, and EMEL is then notified and paid before the occupation starts – between €0.80 and €3.00 per hour depending on the zone. In Porto the request goes to the Câmara Municipal at least 22 working days ahead, with payment at least 8 working days before the date. Permits are outside every Flyto price; we arrange them on request at cost plus €50, typically about €200 per side.

Can I bring my car to Portugal without paying vehicle tax?

Usually yes, if you are transferring your residence: you must have lived in the previous country for at least six months, owned the car there for at least six months with its taxes paid, and apply for the ISV exemption within 12 months of moving. One car or motorcycle per person once every ten years, and it cannot be sold or lent for 12 months after Portuguese registration. The car itself travels separately from the household goods.

How long does a removal from the UK or the Netherlands to Portugal take?

A dedicated vehicle covers about 600–700 km per driving day under EU driving-time rules, so Amsterdam or Rotterdam to Lisbon is typically four driving days and southern England to Lisbon four to five including the Channel crossing, plus loading and unloading days. A consolidated load sharing the lorry is cheaper and delivered within a 5–10 day window. Neither figure is a guarantee: the loading week is fixed and the delivery day is confirmed once the vehicle is planned.

Do you deliver to Lagos and the rest of the Algarve?

Yes. The Algarve is about 300 km beyond Lisbon on the A2 and A22 and is on the same corridors from France, Benelux, Germany and the UK. What changes is access: the walled centre of Lagos, the streets around the marina and gated urbanisations from Luz to Vilamoura often need a shuttle van from the nearest road the lorry can reach, and any occupation of public space is licensed by the Câmara Municipal de Lagos.
