Key takeaways

  • Plan your pets first. Peru is not on the EU’s list of low-rabies third countries, so a dog or cat must pass a rabies antibody titration test (blood drawn at least 30 days after vaccination, result ≥0.5 IU/ml at an EU-approved laboratory) followed by a mandatory three-month wait before EU entry. Start roughly four to five months ahead.
  • Your used household effects can enter Spain duty- and VAT-free under transfer-of-residence relief if you lived outside the EU for at least 12 consecutive months and have owned and used the goods for at least six months.
  • The paperwork trail matters. You need a SUNAT simplified export declaration to ship your menaje out of Peru, and a baja consular plus Spanish empadronamiento to claim relief on the AEAT import declaration (DUA).
  • Peruvians are third-country nationals and need a Spanish national (type D) visa arranged before moving. As context, Ibero-Americans can apply for Spanish nationality after just two years of legal residence.
  • Peru holds a bilateral driving-licence exchange agreement with Spain, so many categories can be exchanged (canje) without re-sitting the exams.
  • The Peru–Spain corridor is one of the strongest Latin America–Europe routes, helped by a shared language and a large Peruvian community.

1. Leaving Peru: what to close out

A clean exit from Peru saves you money and delays at the Spanish end. Work through four fronts in parallel: personal admin, your household goods, your pets, and the sea freight itself.

Personal and residence admin. If you are a foreign resident in Peru, settle any outstanding tax position with SUNAT and cancel local subscriptions, utilities and standing orders. The single most useful document for Spain is proof of how long you lived abroad: request a baja consular (consular deregistration) or a residence certificate from the Spanish consulate covering Peru, or keep official evidence such as your Peruvian residence card and utility bills. Spain’s customs relief hinges on proving 12 consecutive months of residence outside the EU.

Customs export of used household effects (menaje). Peruvians leaving the country ship personal effects under SUNAT’s special baggage-and-household-goods regime. The outbound movement uses a Declaración Simplificada de Exportación (a free form from Aduanas), and no export duty is charged on your household goods. You identify yourself with your ID document; if a shipping agent or third party handles it for you, they need a notarised power of attorney (carta poder notarial). Build a detailed, valued inventory in both Spanish and English now — you will reuse it for the Spanish import.

Pet export (SENASA). The Servicio Nacional de Sanidad Agraria del Perú (SENASA) issues the export health certificate that lets your animal leave Peru. Beyond the EU-facing requirements below, SENASA expects up-to-date core vaccinations (for dogs: rabies plus parvovirus, distemper, hepatitis and leptospirosis; for cats: rabies plus feline panleukopenia), internal and external deworming within 30 days of travel, and a clinical health check. Apply at a SENASA office at least 72 hours before travel. This certificate is separate from — and additional to — the EU entry rules.

Shipping from Callao. Peru’s deep-water gateway is the Port of Callao, next to Lima, where your container is loaded for Europe. Book your surveyor, packing and container date early; the export declaration and inventory must be ready before the container is sealed.

2. How your household goods ship to Spain

Nearly all household moves from Peru to Spain travel by sea. From Callao, a full-container-load (FCL) or shared groupage (LCL) container sails to a Spanish port — most commonly Valencia, with Barcelona and Algeciras as alternatives.

Be realistic about transit. There is no short Pacific hop to Europe: sailings route the long way, typically through the Panama Canal and across the Atlantic into the Mediterranean, so door-to-door timelines are measured in weeks, not days, and vary with sailing schedules, transhipment and port congestion. Treat any single figure with caution and plan for a comfortable buffer.

Choose the container type to match your volume. A small flat suits LCL groupage, where you pay for the cubic metres you use and share the box; a full household usually justifies a dedicated 20ft or 40ft FCL container, which reduces handling. If you need only documents, a laptop and a suitcase of essentials quickly, send those by air freight or accompanied baggage and let the sea container follow with the bulk of your home.

3. Spain customs & transfer-of-residence relief

Spain lets people moving their normal residence from a third country import their belongings free of customs duty and import VAT under traslado de residencia relief. The core conditions, set by the AEAT (Agencia Tributaria), are:

  • You must have lived outside the EU customs territory for at least 12 consecutive months before the move.
  • The goods must be used personal effects that you owned and used at your former home (broadly six months’ prior use is expected); they must be for personal use, not for sale.
  • You must import them within 12 months of establishing your normal residence in Spain.

The relief is claimed directly on the import declaration (the DUA) — no separate prior application is needed. Your customs agent files the DUA and attaches your evidence: the valued inventory, your passport and visa, the baja consular (or other proof of the period lived abroad), and your Spanish empadronamiento (proof of your new address in Spain). Note that new goods, goods for commercial use, and certain vehicles fall outside the relief and can attract duty and VAT. Alcohol and tobacco carry their own limits. A good mover coordinates the DUA with the shipping line so the container clears smoothly at Valencia.

4. Arriving: registration, residence, driving, healthcare

Residence and visa. As Peruvians are third-country nationals, you should already hold the right Spanish national (type D) visa — for work, self-employment, study, family reunification, the non-lucrative route or the digital-nomad route — issued by the Spanish consulate before you travel. After arrival, you convert this into your residence card, the TIE (Tarjeta de Identidad de Extranjero), applying within 30 days of entry; the TIE carries your NIE (foreigner identity number). As valuable context for planners: citizens of Ibero-American countries, including Peru, can apply for Spanish nationality after just two years of legal residence, and are not required to renounce their Peruvian nationality.

Registration (empadronamiento). Register on the municipal roll (padrón) at your local town hall as soon as you have an address. The certificado de empadronamiento is required for the TIE fingerprinting appointment, for healthcare enrolment, for school places and for your customs relief, so make it an early priority.

Driving licence. Peru and Spain have a bilateral licence-exchange agreement, so Peruvian licence holders can often canjear (exchange) their licence for a Spanish one without re-sitting the theory or practical tests for standard car and motorcycle categories; heavier categories may require a practical test. You apply through the DGT once resident. Verify the current category rules and document list on the DGT before booking.

Healthcare. Spain’s public system covers legal residents affiliated to social security through work, or through the special convenio especial; non-lucrative and some other visa holders enter Spain with private health insurance. Once empadronado and affiliated, you register with a local health centre and receive a health card.

5. Pets

This is the longest-lead part of your entire move, so read it first. Because Peru is not on the EU’s list of low-rabies third countries, a dog, cat or ferret entering Spain must satisfy all of the following, in order:

  1. Microchip (ISO-standard), implanted before or at the same time as rabies vaccination.
  2. Rabies vaccination given after the microchip.
  3. Rabies antibody titration (blood) test: blood drawn at least 30 days after vaccination, tested at an EU-approved laboratory, showing a neutralising antibody level of ≥0.5 IU/ml.
  4. A mandatory three-month wait from the date the successful blood sample was taken before your pet may enter the EU.
  5. An EU animal health certificate (issued close to travel), plus the SENASA export certificate to leave Peru.

Because the vaccination-to-blood-draw gap plus the three-month wait alone consume around four months, begin the pet timeline about four to five months before your intended arrival. Fly your pet as accompanied baggage or manifest cargo into an approved EU traveller’s point of entry; a specialist pet-relocation agent is well worth it on this corridor.

6. Money, banking & tax basics

Open a Spanish bank account once you have your NIE and, ideally, your empadronamiento; some banks offer non-resident accounts you can open earlier to receive your first transfers. Move funds through a regulated bank or FX provider and keep records — large inbound transfers may need documentation for anti-money-laundering checks. On tax: you generally become a Spanish tax resident if you spend more than 183 days in a calendar year in Spain, which makes your worldwide income taxable there, subject to the Peru–Spain arrangements to avoid double taxation. Some inbound workers may qualify for the special expatriate regime (the “Beckham” regime). Take personalised advice — this guide is general information, not tax advice.

How Flyto handles your Peru to Spain move

Flyto Relocation runs an end-to-end service on the Peru–Spain corridor: export packing and the SUNAT declaration in Peru, ocean freight from Callao to Valencia, and customs clearance with the AEAT transfer-of-residence relief at the Spanish end. Because we operate our own hubs across Northern, Central and Southern Europe, your container is handled by our own network rather than passed between unconnected agents — and we coordinate the tricky pieces, like sequencing your pet’s titre test and three-month wait against your sailing date. Get a quote and we will map your timeline backwards from your arrival date.

Frequently asked questions

Does my dog really need a blood test to move from Peru to Spain?
Yes. Peru is not an EU-listed country, so a rabies antibody titration test (≥0.5 IU/ml, blood taken at least 30 days after vaccination, at an EU-approved lab) is required, followed by a three-month wait before entry. See European Commission — bringing a pet from a non-EU country.

How long before the move should I start the pet process?
About four to five months. The 30-day vaccination-to-blood gap plus the mandatory three-month wait dominate the timeline. See EU designated titration laboratories.

Can I bring my used furniture without paying duty or VAT?
Yes, under transfer-of-residence relief, if you lived outside the EU for at least 12 consecutive months and owned and used the goods beforehand. It is claimed on the DUA. See Agencia Tributaria — traslado de residencia.

Do I need a visa as a Peruvian?
Yes. Peruvians are third-country nationals and need a Spanish national (type D) visa before relocating; you then obtain the TIE within 30 days of arrival. See Ministerio de Asuntos Exteriores.

Can I exchange my Peruvian driving licence?
Yes. Peru and Spain have a bilateral exchange agreement, so standard categories can usually be exchanged (canje) without re-testing. Confirm current rules with the DGT / official exchange guidance.

How do I claim the two-year route to Spanish nationality?
Ibero-Americans, including Peruvians, can apply after two years of continuous legal residence, keeping dual nationality. See Spanish consular services — nacionalidad por residencia.
