Residency cancellation. Your employer (sponsor) begins the cancellation of your resident card through the Royal Oman Police and, where relevant, the Ministry of Labour. You will usually provide your passport, resident card and a labour clearance, plus a no-objection certificate if needed. After the ROP approves and issues the cancellation, your card is deactivated and you are typically expected to depart within a defined window — confirm it before booking your final flight.
End-of-service gratuity. Under the Labour Law brought in by Royal Decree 53/2023, expatriates not covered by the Social Protection Law receive an end-of-service gratuity based on their last basic wage. Service from 31 July 2023 onwards accrues at one month of basic salary per year, while earlier service was calculated under the previous formula. Ensure your final salary, gratuity and any leave balance are paid before your visa is cancelled — it is far harder to recover money once you have left.
Utilities and bank. Close your electricity and water (Nama/Diam), internet and mobile contracts and pay final bills. 3. Sweden customs & transfer-of-residence relief
When you move from a non-EU country such as Oman to Sweden, you can bring your personal effects free of customs duty and VAT under the transfer-of-residence relief operated by Tullverket (Swedish Customs). Swedes call the goods themselves flyttsaker (removal goods).
The main conditions are:
- You intend to live in Sweden for at least one year.
- The items have belonged to you for at least 6 months before your departure for Sweden, and you (or a household member) have used them for at least 6 months in your home outside the EU.
- You import the goods within one year of arriving to take up residence.
Personal effects covered by the relief include household goods, furniture, curtains, bed linen, clothing, personal items, a car or other vehicle, and your pet. Alcohol and tobacco are excluded from the relief, although you may bring a limited travellers’ quantity separately. 4. Arriving: registration, residence, driving, healthcare
Residence and visa. As an Omani or other third-country national, you must obtain a Swedish residence permit from the Swedish Migration Agency (Migrationsverket) before you can settle — usually applied for from abroad through the Swedish embassy or online, on the basis of work, study, family or similar. The permit is the foundation of everything that follows, so start it early.
Personnummer. Sweden works on a two-step sequence that trips people up if taken out of order. First the residence permit from Migrationsverket, then the personnummer from Skatteverket (the Swedish Tax Agency), by registering in the population register (folkbokföring). To register, a non-EU national must show a valid residence permit, and as a rule that permit must be valid for at least 12 months — if your first permit is for less than a year you generally will not get a personnummer yet. Driving. A licence issued outside the EEA is generally valid in Sweden only for a limited period after you become resident, and non-EEA licences (including Omani ones) usually cannot be exchanged for a Swedish licence — you must take the Swedish theory and practical tests to obtain one. Plan for this early if you intend to drive, and carry an International Driving Permit for your first months.
Healthcare. Once you are registered in the population register with a personnummer, you gain access to Sweden’s publicly funded healthcare on the same terms as other residents. Until then, keep private travel/health insurance in place to cover the gap between arrival and registration.
5. Pets
Begin here, before anything else. Oman is not on the EU’s list of approved third countries for pet travel, so bringing a dog, cat or ferret into Sweden follows the strictest EU route.
The steps must happen in this order:
- Microchip (ISO-standard), implanted before or at the same time as the rabies vaccination.
- Rabies vaccination after the microchip.
- Rabies antibody titration test: blood taken by an authorised vet at least 30 days after vaccination and tested at an EU-approved laboratory, showing a neutralising antibody level of ≥0.5 IU/ml.
- Three-month wait: your pet may enter the EU only at least three months after the date of the successful blood sample (waived only for re-entry of an already-tested EU-passported pet).
- EU animal health certificate issued by an official State vet in Oman not more than 10 days before arrival in the EU (extended by the length of the voyage for sea transport), carried with the laboratory report.
- An Oman veterinary export certificate to take the animal out of the country, arranged through the Omani veterinary authority.
With the 30-day gap plus the three-month wait, plan on four months or more — the longest single lead time in your whole move.
