1. Leaving Oman: what to close out

There is no exit-visa system in Oman, so the friction of leaving is administrative rather than bureaucratic gatekeeping. The central task is cancelling your residency. Under the sponsorship system, your employer (as sponsor) initiates cancellation of your residence visa and resident card through the Royal Oman Police. The file usually goes in with your passport, the resident card, a labour clearance and any no-objection certificate, after which ROP issues a cancellation and deactivates the card. Remember that a resident card cannot outlive its underlying visa: once employment ends and the visa is cancelled, the card is invalid regardless of the expiry date printed on it. In practice you are generally allowed around 30 days to leave the country after cancellation, so sequence the paperwork around your flight and your shipment.

Before your employer signs off, settle your end-of-service gratuity. For expatriate staff this is calculated at 15 days’ basic salary per year for the first three years of continuous service, and one month’s basic salary per year thereafter, and is payable regardless of why the contract ends. Get the calculation and the final payslip in writing before you agree the exit, and reconcile any leave balance, ticket allowance or bonus at the same time.

Then work through the closing checklist. Give notice on your tenancy and reclaim your deposit. Close utility accounts (electricity and water via your provider, plus internet and mobile) and get final zero-balance letters. Keep your Omani bank account open until your final salary and gratuity have cleared, then close it and transfer the balance out — banks will usually ask for proof that your visa is being cancelled, so do the banking last. Cancel your Omani driving formalities and any standing direct debits, and settle any traffic fines, which can otherwise block clearances.

For your belongings you will need an export clearance through ROP’s Directorate General of Customs. Oman runs an electronic clearance system called Bayan, and every personal-effects and vehicle shipment must pass through it. Choose the mode to fit your volume. A full 20ft or 40ft container (FCL) suits a whole household and gives you sole use of the box. For a flat or a part-load, shared groupage (LCL) is cheaper but slower, because your goods consolidate and deconsolidate with other shipments. 3. Germany customs & transfer-of-residence relief

Germany lets you import your used household goods free of customs duty and import VAT under transfer-of-residence relief (Übersiedlungsgut), administered by German customs, the Zoll. The core conditions are that you had your normal residence outside the EU for a continuous period of at least 12 months, that you have owned and used the goods for at least six months before the move, and that you are genuinely establishing your normal residence in Germany. Household furnishings, personal effects, household stores and even domestic animals and a private vehicle can qualify; goods for commercial use are excluded, and relieved items should not normally be sold or lent for 12 months.

The application is made on Form 0350 (Zollanmeldung für Übersiedlungsgut). You (or your mover acting for you) present it to the competent customs office with your valued inventory and evidence of the residence transfer — your cancelled Omani residency, your German registration or visa, an employment contract or tenancy in Germany. Supporting documents can be submitted electronically. The relief is only available within 12 months of transferring your residence to Germany, so do not let goods sit uncleared. Keep a copy of everything: the Zoll can ask for proof of prior ownership and use.

4. Arriving: registration, residence, driving, healthcare

Residence permit. As an Omani citizen or any other third-country national, you cannot simply move to Germany and settle. You need the correct national visa or residence permit arranged before you travel — for most people that means an employment-based route such as the EU Blue Card or a skilled-worker visa, applied for through the German mission responsible for Oman, or an equivalent family or study permit. Line this up early, because the type of permit you hold shapes your work rights and your family’s status.

Anmeldung. Within 14 days of moving into your German home you must register your address at the local Bürgeramt (residents’ office). You bring your passport, a completed registration form and a Wohnungsgeberbestätigung (a landlord’s confirmation that you have moved in). The Anmeldung confirmation is the key that unlocks almost everything else — your tax ID arrives by post soon after, and you generally cannot open a full bank account, sign a mobile contract or finalise your residence permit without it.

Healthcare. Health insurance is compulsory in Germany. If you are employed, you are enrolled in the statutory system (gesetzliche Krankenversicherung) through your employer, with contributions split between you and the company; higher earners and the self-employed may opt for private cover. Arrange this so you are insured from your first day.

Driving licence. Whether you can drive on your Omani licence, and for how long, depends on recognition arrangements; many non-EU licences are valid for a limited initial period and then must be exchanged, sometimes with a theory and practical test. Check with the local licensing authority (Führerscheinstelle) once you have registered, and carry an official translation of your Omani licence in the meantime.

5. Pets

This is the item that dictates your whole timeline, so plan it first. Oman is not on the EU’s list of approved third countries, which means the standard rules alone are not enough — your dog or cat also needs a rabies antibody titration test. The full sequence is: a microchip (ISO standard) implanted first; a rabies vaccination after or at the same time as the chip; a blood sample taken at least 30 days after that vaccination, tested at an EU-approved laboratory and showing a rabies antibody level of at least 0.5 IU/ml; and then a mandatory three-month wait from the date of the successful blood sample before your pet may enter the EU. On top of that you need an EU animal health certificate issued close to travel.

Add the requirement to leave Oman: the Ministry of Agriculture, Fisheries Wealth and Water Resources issues a veterinary export health certificate, endorsed by a government vet, confirming your pet is healthy and meets the destination’s rules. Between the titre test’s 30-day-plus-3-month floor and the vaccination and paperwork around it, realistically allow four to five months. 6. Money, banking & tax basics

Time your banking so your Omani account stays open until your final salary and gratuity clear, then move the money before you close it — international transfers are simplest while the account is still active. In Germany, opening a full current account generally needs your Anmeldung confirmation and tax ID, so plan for a short gap and keep an accessible balance or a multi-currency account for the first weeks.

On tax: Oman has no personal income tax, so you arrive with no Omani tax residency tail, but from the day you establish residence in Germany you become taxable there on your worldwide income and should expect payroll withholding (Lohnsteuer) plus social contributions.
