Key takeaways

  • Leaving Mexico cleanly means closing your immigration status with the INM, exporting your household goods through a Mexican customs broker, and (for pets) obtaining a SENASICA export certificate.
  • Sweden grants duty and VAT relief on used moving goods (flyttsaker) if you intend to live in Sweden for at least a year and have owned and used the goods where you lived outside the EU for at least 6 months.
  • The relief is administered by Swedish Customs (Tullverket); you prove the move with a residence permit or the Tax Agency’s population-registration decision.
  • As a non-EU citizen you first need a residence permit from Migrationsverket, then you register with Skatteverket to receive your personnummer — the number that unlocks daily life.
  • Because Mexico is an EU-listed third country, a dog or cat needs only a microchip, a valid rabies vaccination and an EU animal health certificate — no rabies antibody (titre) test.
  • Sea freight from Manzanillo or Veracruz/Altamira to Gothenburg runs roughly 4–5 weeks port-to-port; air freight is the fast option for a small shipment.

1. Leaving Mexico: what to close out

Begin by settling your status with Mexico’s immigration authority, the Instituto Nacional de Migración (INM). You are not obliged to formally renounce Mexican residence to leave, but if you held temporary or permanent residence and will not return, keep your resident card and remember these permits lapse or must be actively renewed. Hold on to your CURP and RFC records — your Mexican customs broker and Swedish Customs will both want proof of how long you lived in Mexico.

Household goods leave Mexico as a formal export handled by a licensed customs broker (agente aduanal). You prepare a detailed, valued inventory (menaje de casa) and the broker files the export declaration (pedimento) with the customs authority — the Agencia Nacional de Aduanas de México (ANAM), under the tax administration SAT. Using a broker is standard and effectively required for a container. Settle any outstanding SAT matters and cancel utilities, phone contracts, bank direct debits and Mexican health cover once your sailing date is set. If a pet is coming, book the SENASICA export step early (section 5) — it is the one task you cannot improvise at the last minute.

2. How your household goods ship to Sweden

Most Mexico-to-Sweden household moves travel by sea. The usual Mexican departure ports are Manzanillo on the Pacific and Veracruz/Altamira on the Gulf; the natural Swedish gateway is the Port of Gothenburg, the largest in Scandinavia, with strong onward links across Sweden. Because Gothenburg is further than the main continental hubs and cargo often tranships through a Northern European port, a realistic port-to-port ocean transit is around four to five weeks, and door-to-door — collection, Mexican export clearance, the sailing, Swedish import clearance and final delivery — typically runs seven to ten weeks.

A 20-foot container suits a one-to-two-bedroom home; a 40-foot container suits a larger family home. For only a few boxes and no furniture, LCL groupage or air freight is often cheaper and much faster (a few days plus clearance). Whatever the mode, prepare the origin paperwork carefully: a signed, valued inventory (English is fine for Swedish Customs), your passport, and evidence of your Mexican residence period. Photograph valuable items and keep receipts — helpful for both customs and insurance.

3. Sweden customs & transfer-of-residence relief

Sweden lets people moving their residence into the country import used personal belongings free of customs duty and import VAT. This is flyttsaker (moving goods) relief, administered by Swedish Customs — Tullverket.

The core conditions match the EU framework with a Swedish emphasis on intent to stay: you must intend to live in Sweden for at least one year, you must have had your normal residence outside the EU (for the standard qualifying period, generally at least 12 consecutive months), and the goods must have belonged to you and been used by you where you lived outside the EU for at least 6 months. New goods, commercial quantities, and items such as alcohol and tobacco are excluded. To prove the move, Tullverket wants documentary evidence — typically your Swedish residence permit and/or the Swedish Tax Agency’s decision on population registration, plus your inventory showing the goods qualify.

The sequencing challenge is that the population-registration decision usually comes only after you arrive and register (see section 4), while your residence permit is generally arranged before you travel. If your container arrives before your registration is complete, customs can hold the goods or take a guarantee until you provide the proof, so coordinate your permit, your Skatteverket registration and the vessel schedule with your mover.

4. Arriving: registration, residence, driving, healthcare

For a Mexican citizen the order of operations is important. As a non-EU/EEA national you must first hold a valid Swedish residence permit, granted by the Swedish Migration Agency, Migrationsverket — commonly a work permit (with a job offer meeting Swedish conditions), an EU Blue Card, a self-employment permit, study permit, or family reunification. You normally apply and receive a decision before travelling, and collect a residence-permit card.

Once in Sweden and intending to stay a year or more, you register in the population register with the Swedish Tax Agency, Skatteverket, which issues your personnummer (personal identity number). You visit a Skatteverket office in person with your passport and residence-permit card. The personnummer is the master key to Swedish daily life — banking, healthcare, salary, tax and, as above, customs relief — so making the appointment quickly after arrival matters. Non-EU citizens must show the valid residence permit when notifying the Tax Agency of the move.

For driving, Sweden exchanges licences with very few non-EU/EEA countries and Mexico is not among them, so a Mexican licence cannot be swapped. You may drive on a valid Mexican licence for a limited period after becoming resident (broadly up to a year, subject to conditions and translation requirements), after which residents must obtain a Swedish licence by passing the theory and practical tests. Confirm the current rules with the transport authority, Transportstyrelsen. For healthcare, once you are registered with a personnummer you access Sweden’s public healthcare on the same terms as residents; before registration is complete, keep private or travel health cover in place.

5. Pets

Pet travel on this corridor is simple because Mexico is an EU-listed third country. A dog or cat entering Sweden from Mexico needs only three things on the EU side: a compliant ISO microchip implanted before vaccination, a valid rabies vaccination administered after the microchip and after the animal is at least 12 weeks old, and an EU animal health certificate issued by an official veterinarian. Because Mexico is listed, there is no rabies antibody (titre) blood test and no associated waiting period. The rules are published by the European Commission at food.ec.europa.eu and summarised at Your Europe. (Sweden long ago dropped its old tapeworm-treatment requirement for dogs, which applies only to a handful of member states.)

On the Mexican side, take your pet to the relevant SENASICA office at the point of departure for a physical inspection and issuance of the zoosanitary export certificate (Certificado Zoosanitario para Exportación). The EU animal health certificate is valid only for a limited period, so schedule the vet visits and the SENASICA endorsement to fall inside that window. Enter the EU through a designated traveller’s point of entry and keep the microchip, vaccination record and certificates to hand. If the pet flies as cargo, your mover or a pet-relocation specialist can align the timing with your household shipment.

6. Money, banking & tax basics

A Swedish bank account is far easier to open once you have your personnummer; before that, options are limited. You will need the account for rent, salary, utilities and to receive any refunded customs guarantee. Sweden is a largely cashless, digital society — a personnummer and, later, a BankID make everything from paying bills to booking healthcare far smoother. Housing in Stockholm and Gothenburg is the main cost pressure and rental queues can be long, so arrange accommodation early because you also need an address to register.

On tax: if Sweden becomes your home and you are registered in the population register, you are generally taxed as a resident on your worldwide income. Sweden and Mexico have a double-taxation treaty, so the same income should not be taxed twice, but the timing of your move and the interaction of the two systems merit a short professional consultation. If you are a specialist or key employee, ask whether Sweden’s “expert tax relief” applies to your first years. Keep every customs, shipping, permit and registration document; Swedish administration is efficient but you will occasionally need to re-prove your history.

How Flyto handles your Mexico to Sweden move

Flyto Relocation runs your Mexico-to-Sweden move as a single managed project. We coordinate export clearance with your Mexican customs broker, book sea or air freight from Manzanillo, Veracruz or Altamira into Gothenburg, and — because we operate our own hubs across Northern, Central and Southern Europe — we handle Swedish import clearance and file your flyttsaker relief with Tullverket, using your residence permit and Skatteverket registration so used goods clear duty- and VAT-free. We time the pet’s SENASICA export and EU animal health certificate around the shipment, and we make sure your Migrationsverket permit and personnummer timeline lines up with the vessel so nothing sits in bond. One team, one timeline, one point of contact from Mexico City to Stockholm. Get a quote and we will map your move end to end.

Frequently asked questions

Do I pay duty or VAT on my used furniture in Sweden?
No, if you qualify for flyttsaker relief — intention to live in Sweden at least a year, and goods owned and used outside the EU for at least 6 months — they are exempt, per Tullverket.

What order do the permit and personnummer come in?
First a residence permit from Migrationsverket, then population registration with Skatteverket to get your personnummer, per Skatteverket.

Does my dog or cat need a rabies titre test to enter Sweden from Mexico?
No. Mexico is an EU-listed third country, so only a microchip, a valid rabies vaccination and an EU animal health certificate are required — no titre test — per the European Commission.

Can I exchange my Mexican driving licence in Sweden?
No — Sweden exchanges licences with very few non-EU countries and Mexico is not one, so residents must eventually pass the Swedish tests. Check Transportstyrelsen.

What residence permit do I need as a Mexican citizen?
A residence permit from Migrationsverket — often a work permit with a qualifying job offer, an EU Blue Card, or family/study routes; see migrationsverket.se.

How long does the shipment take?
Roughly four to five weeks port-to-port from Mexico to Gothenburg, and about seven to ten weeks door-to-door including clearance at both ends.
