1. Leaving Sri Lanka: what to close out
Give yourself an orderly exit from Sri Lanka. Settle utility and telecom bills, keep one local bank account open until final charges and refunds clear, and give written notice on any tenancy with handover photos. If you are leaving property, a vehicle or investments behind, arrange a power of attorney so paperwork can be handled after you go.
Your used personal and household effects leave as passenger baggage — accompanied or unaccompanied — under Sri Lanka Customs rules covering goods for personal or family use in non-commercial quantities. Declare valuable items on departure so they are recorded for free export, and keep a full inventory. Legalise the civil documents Sweden will ask for. 3. Sweden customs & transfer-of-residence relief
When you move to Sweden from outside the EU you may be granted relief from customs duty and VAT on your personal property. According to Tullverket, the conditions are that you have had your normal residence outside the EU for a continuous period of at least one year; the items have belonged to you for at least six months before your departure for Sweden; and you (or someone in your household) have used them for at least six months in your residence outside the EU. Personal effects covered by the relief include household goods, furniture, linen, clothing and personal items — and Tullverket expressly notes that your car or other vehicle, and your pet, also count as personal effects.
You will need to show that you are genuinely moving to Sweden — for example your residence permit or right of residence, and Skatteverket’s decision on population registration — together with your detailed, valued inventory. Relieved goods are intended for your own continued use and should not be sold or transferred immediately after import. 4. Arriving: registration, residence, driving, healthcare
The Swedish sequence matters, because two different authorities are involved and one depends on the other. First comes your residence permit from Migrationsverket (the Swedish Migration Agency). As a Sri Lankan citizen you are a third-country national, so for a stay longer than 90 days you generally need a permit granted before you travel — common routes are a work permit (employer offer), the EU Blue Card, study permits, and family reunification. The Migrationsverket sets the conditions and, for work permits, salary and insurance thresholds.
Once you are in Sweden with your permit, you register with the Swedish Tax Agency (Skatteverket) to be entered in the population register and receive your personnummer (personal identity number). The personnummer is the key that unlocks almost everything else — healthcare, banking, a tax card, and dealings with public services — so book your Skatteverket appointment early and bring your passport, residence permit and legalised civil documents. Note the order: Migrationsverket permit first, then the Skatteverket personnummer — you cannot get the number without the right to reside.
Healthcare: once you are registered in the population system you generally gain access to Sweden’s public healthcare on the same terms as other residents, paying standard patient fees. Driving: Sweden does not recognise a general exchange of a Sri Lankan (non-EEA) licence, so you cannot simply swap it. You may drive on a valid foreign licence for a limited period after establishing residence, but to obtain a Swedish licence you will normally need to pass the Swedish theory and practical tests. 5. Pets
Because it is the single longest-lead item, plan your pet first. Sri Lanka is not on the EU’s list of approved third countries, so the strictest EU pathway applies to a dog, cat or ferret entering Sweden. In order, the animal must be: identified by an ISO microchip; vaccinated against rabies after being chipped; and then pass a rabies antibody titration test. The blood must be taken by an authorised vet at least 30 days after vaccination, tested at an EU-approved laboratory, and return a result of at least 0.5 IU/ml. From the date of that blood sample you must then wait a full three months before the animal may enter the EU. The pet finally travels with an EU animal health certificate issued by an official vet shortly before departure. To leave Sri Lanka, your pet also needs an export health/veterinary certificate endorsed by the Department of Animal Production and Health (DAPH), on the basis of your vet’s examination and vaccination records; allow several working days for endorsement. Adding up vaccination, the 30-day gap, laboratory turnaround and the three-month wait, the pet pathway alone runs to four or five months — so start the microchip-and-vaccination step immediately, and coordinate the flight, the DAPH certificate and the EU certificate together, since airlines set their own live-animal cargo and crate requirements. 6. Money, banking & tax basics
In Sweden a personnummer makes daily life far smoother, and Swedish banks will generally ask for it (plus ID and proof of your right to reside) to open a full account and issue BankID, the electronic identity used across Swedish services. Some banks offer limited services beforehand, but plan around getting your personnummer first. Move funds through the banking system, keep evidence of their source, and tell your Sri Lankan bank you are emigrating so accounts are correctly classified.
On tax, once you are population-registered and living in Sweden you are generally treated as tax resident and taxed on your worldwide income; a coordination or tax card from Skatteverket sets your withholding.
