Step 1: Transfer of Residence relief, before anything ships

Your household goods enter Great Britain free of import VAT and duty under the Transfer of Residence relief if you have lived outside the UK for at least 12 consecutive months, have owned and used the goods for at least six months, and bring them in within 12 months of returning. You apply online with form ToR1 before shipping; HMRC issues a unique reference number that goes on the import declaration. Goods under the relief cannot be sold or lent for 12 months. HMRC publishes no processing time; movers report two to six weeks, so apply as soon as your return date is known. Without an approved reference the goods are charged 20 % import VAT on their value plus any duty, and you can only try to reclaim later with form C285.

On the German side the mover handles the export formalities for the household goods. On the UK side the mover, or its customs agent, lodges the import declaration quoting your ToR reference, and the truck needs a Goods Movement Reference through the Goods Vehicle Movement Service to board at Dover, Eurotunnel and other RoRo ports; the haulier needs a GB EORI number. A quote that says ”customs on arrival” without asking for your ToR reference is a quote that will bill you VAT.

Step 3: the car

Notify HMRC through NOVA within 14 days of the car arriving. A car with an EU Certificate of Conformity can be registered with DVLA if it is suitable for driving on the left and shows a speedometer in mph; a left-hand-drive German car usually needs a headlamp change and a GB conversion IVA test (£100) unless it is over ten years old, when approval may not be needed. Registration is with form V55/5, a valid MOT and the German registration document, and the car cannot be driven on UK roads before registration except to a booked MOT or test. If the conversion costs more than the car’s value gain, sell in Germany.

Step 4: leaving Germany properly

Deregister (Abmeldung) within two weeks after moving out, at the earliest one week before. Cancel the Rundfunkbeitrag separately; the fee office asks for the deregistration certificate as proof. Rent needs three months’ notice by the third working day of the month, and there is no special right to terminate early for a move abroad; telecoms can be ended with one month’s notice if the provider does not serve your new address, including abroad. Deregistration does not end German tax residency by itself; whether you keep a dwelling available and how long you stay decide that, and the year of departure is filed as one return that includes German income after you left.
