Leaving Germany: the checklist in the order things are due
Leaving Germany involves a dozen offices, and most of the cost of getting it wrong is in the order rather than the tasks: rent notice that had to go out three months earlier, a broadcast fee that keeps running because nobody sent the deregistration certificate, a pension refund that cannot be claimed for two years. This checklist is ordered by deadline, with the rule and its source for each item, so you can work backwards from your moving date.
Three months before: rent and contracts
A standard German lease needs three months’ notice, received by the landlord by the third working day of the month; there is no statutory special right to terminate early because you are moving abroad, so this is the first thing to send. Telecom and internet contracts can be ended with one month’s notice if the provider does not offer the service at your new residence, which includes a move abroad and applies to mobile contracts too. For electricity and gas a special termination right on moving exists in the Energy Industry Act, but check its exact conditions before relying on it, because it lapses if the supplier offers the same terms at your new address. Gym, insurance and subscription contracts follow their own terms; read them now, not on moving day.
One month before: the move and the money
Book the mover with a fixed price that includes the Halteverbotszone application, which in Berlin takes around four weeks, and the customs formalities if you are leaving the EU. Decide about the car: an EU destination needs re-registration there; the UK needs NOVA within 14 days of arrival and usually an IVA test for a left-hand-drive car; the United States effectively rules out most German cars on standards grounds. Tell your bank; there is no rule, but many German banks require a German address, so ask whether the account can stay open. Health insurance: statutory membership ends when compulsory insurance ceases on a permanent move abroad, and the fund will ask for the deregistration certificate and your destination.
Moving week: Abmeldung
Deregister at the Bürgeramt within two weeks after moving out; you can do it at the earliest one week before. Keep the Abmeldebescheinigung, the deregistration certificate: the Rundfunkbeitrag office requires it to cancel the €18.36 monthly fee, your health fund asks for it, and foreign authorities may ask for it as proof of your departure date. Deregistering does not end German tax liability by itself; that depends on whether you keep a dwelling available in Germany and how long you stay.
After leaving: tax and pension
The year you leave is filed as one German tax return covering the whole year, including German income after departure, with foreign income counted for the tax rate; from the following year you are liable only on German-source income. Pension contributions can be refunded on application 24 months after leaving compulsory insurance, only the employee share, and only if you are not entitled to voluntary insurance; with five or more years of contributions you get a pension instead. EU, EEA, UK and Swiss citizens do not get a refund, because their periods are aggregated with insurance in the other country. Credit-agency records are not deleted because you leave; settled negative entries are removed on the agency’s normal schedule.
