Moving from the Grand Duchy of Luxembourg to Argentina is a two-country legal process, not one. On the Luxembourg side you must formally deregister from your commune, close out your export customs formalities with the Administration des douanes et accises, and settle your position with the Luxembourg tax authorities. On the Argentina side, the customs treatment of everything you bring — household goods, a car, a pet — depends on the immigration status you hold when your shipment arrives, and on how many years you have already spent abroad. This guide is for Luxembourg residents (Luxembourg nationals, EU/EEA citizens, or third-country nationals holding a Luxembourg residence permit) relocating permanently to Argentina, and it covers both halves of the move plus the return trip.

Key takeaways

  • Luxembourg has no seaport — household goods leaving by sea must first travel by road or rail to a North Sea container port such as Antwerp or Rotterdam; air freight can route via Luxembourg Findel Airport, a major European cargo hub built around Cargolux.
  • You must declare your departure to your Luxembourg commune of residence no later than the day before you leave, via MyGuichet.lu or in person, to receive a déclaration de départGuichet.lu.
  • Because Argentina is outside the EU customs territory, your shipment needs a formal export declaration filed through Luxembourg’s AES customs system, administered by the Administration des douanes et accises (ADA) — Douanes Luxembourg, AES. Only very low-value, non-commercial consignments (broadly, up to €1,000) qualify for a simplified oral declaration under EU customs rules; a household shipment will almost always exceed that and needs the full declaration.
  • Leaving Luxembourg shifts your Luxembourg tax status from resident to non-resident taxpayer going forward; Luxembourg residence for tax purposes turns on whether you keep your fiscal domicile/habitual abode there or whether your centre of vital interests moves abroad — Administration des contributions directes.
  • In Argentina, household goods for people establishing residence clear under the régimen de mudanza (moving-goods import regime): permanent residents (and Argentine nationals returning after 2+ years abroad) get duty-free treatment with no value cap, while temporary residents are also eligible but must post a customs guarantee covering roughly half of the taxes that would otherwise apply. Goods may arrive 3 months before to 6 months after you enter the country — AFIP/ARCA, Mudanzas de importación.
  • Dogs and cats need an International Veterinary Certificate (CVI) covering health, valid rabies vaccination and deworming, valid for 60 days from issue, verified by SENASA at the Argentine border — SENASA, Ingresos con perros y/o gatos.
  • Cash, negotiable instruments or precious metals worth USD 10,000 or more must be declared to Argentine customs on entry or exit — AFIP, Ingreso y egreso de valores.
  • Someone who has lived abroad for at least 2 years (Argentine nationals returning, or foreigners obtaining permanent residence) can import one used car (owned ≥3 months, CIF value ≤ USD 15,000) duty-free under the same moving-goods framework — AFIP/ARCA, Nacionalización de vehículos usados.

1. Your Argentine immigration status determines your customs treatment

Argentina’s household-goods relief for newcomers is not automatic — it is tied to the residence status you obtain from the Dirección Nacional de Migraciones (DNM). Argentina grants three broad categories: residencia transitoria (short stays, no ID issued), residencia temporaria (up to 3 years, based on a subcategory such as employment, investment, rentista, or Mercosur nationality, with a temporary ID), and residencia permanente (indefinite) — Argentina.gob.ar, Residencias. Applications are filed online through the DNM’s RADEX platform for applicants already in Argentina (radicación), or through an Argentine consulate for applicants applying from abroad — Migraciones, RADEX.

Both permanent and temporary residents can use the régimen de mudanza for their household goods, but the treatment is not identical (see Section 4): permanent residents import duty-free with no value ceiling, while temporary residents must constitute a customs guarantee for part of the taxes that would otherwise be owed. A tourist-status arrival does not qualify at all. Get your DNM residence process moving before your shipment leaves Luxembourg, because Argentine customs will ask for proof of that status alongside the shipping documents.

2. The Luxembourg export side

Customs authority. Luxembourg’s customs administration is the Administration des douanes et accises (ADA), under the Ministry of Finance — Administration des douanes et accises. Because Argentina sits outside the EU customs territory, your move is treated as an export, not an intra-EU relocation — unlike a move to, say, Germany or France, where no customs formalities apply at all.

Export declaration. Export declarations from Luxembourg run through the EU-wide AES (Automated Export System), accessed via the ADA’s LUCCS-NTP online services — Douanes Luxembourg, AES. Under general EU customs rules, only non-commercial goods of low value (broadly up to €1,000) can be declared orally instead of through a full electronic declaration. A household shipment moving to Argentina will almost always exceed that threshold in declared value, so plan for a formal AES export declaration — your relocation company or customs broker normally files this on your behalf. The ADA also publishes guidance confirming that private individuals moving goods outside the EU customs territory must declare those goods to customs, and directs queries to douanes@do.etat.luDouanes Luxembourg, Déménagements.

Deregistering from your commune. Every resident leaving Luxembourg to settle abroad must file a déclaration de changement de résidence habituelle (departure declaration) with the commune of their last Luxembourg residence, either online via MyGuichet.lu or in person, no later than the day before departure. Communal autonomy means exact procedures vary slightly by commune, but all issue a departure certificate once filed — Guichet.lu, Départ de la commune. Keep this certificate — Argentine consular and customs procedures may ask for proof of your last foreign residence.

Tax residency exit. The Administration des contributions directes (ACD) treats you as a Luxembourg resident taxpayer, subject to worldwide income tax, if you maintain your fiscal domicile or habitual abode in Luxembourg; you become a non-resident taxpayer, taxed only on Luxembourg-source income, once your centre of vital interests moves abroad — ACD, Résident/non-résident. File your final resident-year tax return and update your status with the ACD before or shortly after departure; most procedures now run through MyGuichet.lu.

3. Ports, transit and realistic timelines (industry estimates)

Luxembourg is landlocked — it has no seaport of its own. Sea freight bound for Argentina is trucked or rail-hauled from Luxembourg to a major North Sea container port, most commonly Antwerp or Rotterdam, occasionally Zeebrugge, for onward ocean carriage. Air freight can move through Luxembourg Findel Airport (LUX), one of Europe’s busiest cargo airports thanks to Cargolux’s home base there.

The following transit ranges are freight-industry estimates from moving and shipping companies, not figures published by any government authority — actual times vary by carrier, season, port congestion and consolidation schedule:

  • Road transfer, Luxembourg → Antwerp/Rotterdam: roughly 1–2 days.
  • Ocean transit, Antwerp/Rotterdam → Buenos Aires (Argentina’s main port of entry, Puerto de Buenos Aires): roughly 25–35 days for a direct or one-transshipment routing.
  • Door-to-door for a consolidated (groupage) household shipment, including origin handling, ocean transit, Argentine customs clearance and final delivery: commonly 6–10 weeks in total.
  • Air freight: 3–7 days transit, at substantially higher cost — usually reserved for small, urgent, or high-value items rather than a full household.

Buenos Aires port operations (berthing, discharge, customs review, terminal release) are overseen by the Administración General de Puertos (AGP), whose information now sits under Argentina.gob.ar‘s ports section — Argentina.gob.ar, Puertos.

4. The Argentina import side

Argentina’s customs authority is the Dirección General de Aduanas (DGA), part of the federal revenue and customs body now known as ARCA (formerly AFIP) — AFIP/ARCA services portal.

Household goods for someone establishing residence clear under the régimen de mudanza (moving-goods import regime), which is distinct from the ordinary tourist baggage allowance:

  • Eligibility and tax treatment differ by status. Foreign nationals with permanent residence (and Argentine nationals who can document more than 2 years of prior residence abroad) import their used household goods duty-free, with no value ceiling, provided the quantity and nature of the goods don’t suggest commercial intent. Foreign nationals with temporary residence are also eligible, but must constitute a customs guarantee — commonly cited as around 50% of the taxes that would otherwise apply — pending confirmation of their status.
  • Timing window: goods may arrive from 3 months before up to 6 months after you personally enter the country; they are released only after your arrival is confirmed.
  • How the request is filed: a written request for goods nationalization, which the applicant (or their representative) signs before an Argentine consular officer abroad or before customs personnel in Argentina, submitted through AFIP/ARCA’s online guided-procedure system. Exact form references can change, so confirm the current one with AFIP/ARCA or your relocation company before filing.
  • Supporting documents: detailed packing list with USD values, copy of passport/ID, proof of residence status from the DNM, and the original transport document (Bill of Lading, CRT, or Air Waybill).
  • Scope: household items and professional/artistic equipment "in quantities appropriate to the traveler and family group" — goods must enter as cargo, not through the tourist channel.

Full process and current requirements: AFIP/ARCA, Mudanzas de importación.

Separate from the moving-goods regime, ordinary accompanied baggage (what you carry with you when you fly in) falls under the general baggage regime, with a duty-free allowance and, when the digital channel isn’t available, a manual declaration via forms OM-2087/G5 or OM-2087/G6 — AFIP, Régimen de equipaje.

5. Pets: official rules at both ends

Into Argentina. Dogs and cats need an International Veterinary Certificate (CVI) issued, signed and stamped by the competent veterinary authority in Luxembourg (or an EU pet passport endorsed by that authority), covering a health certificate, current rabies vaccination, and internal/external deworming. The CVI (or endorsed EU passport) is valid for entry for 60 days from issue, provided the rabies vaccination remains valid; it may be presented in its original language but must be accompanied by a Spanish translation. SENASA staff verify the document, the animal’s identity and its physical condition at the Argentine border — SENASA, Ingresos con perros y/o gatos.

From Luxembourg (EU export side). For non-commercial pet travel, EU rules require an EU pet passport (for EU-registered animals) or, for onward travel to a non-EU country, compliance with that destination’s import rules; Luxembourg’s veterinary and food authority, ALVA, handles official export health certificates when the destination country requires one — Guichet.lu, Certificat sanitaire pour le transport d’animaux.

Reverse direction (Argentina → EU/Luxembourg). Pets moving from Argentina into the EU need the animal microchipped, vaccinated against rabies, and accompanied by an EU Animal Health Certificate issued by the exporting country’s official veterinary authority and endorsed at the point of entry into the EU — valid for entry within 10 days of the documentary and identity checks, and for onward movement within the EU for up to 6 months or until the rabies vaccination expires, whichever comes first — European Commission, Bringing a pet into the EU from a non-EU country.

6. Vehicles, money, and things people forget

Vehicle. A person who has lived abroad for at least 2 years — an Argentine national returning, or a foreigner who has obtained permanent residence — may import one used car under the moving-goods framework, which must have been registered in their name for at least 3 months before entry into Argentina, with a CIF customs value not exceeding USD 15,000; above that threshold the vehicle is nationalized under the ordinary import regime with full duties. Required paperwork includes the consular residence certificate, vehicle title/registration, purchase invoice or sworn value declaration, and the transport documentation; foreign-language documents need a certified Spanish translation — AFIP/ARCA, Nacionalización de vehículos usados.

Cash and monetary instruments. Anyone entering or leaving Argentina with cash, negotiable instruments or precious metals worth USD 10,000 or more (any currency, converted) must declare it to customs — on entry via digital declaration or form OM-2249-A, and on exit above the same threshold via authorized financial channels or form OM-2250-B for pesos. The threshold is halved for unemancipated minors under 16 — AFIP, Ingreso y egreso de valores.

Things people forget.

  • File your Luxembourg commune departure declaration before leaving — arriving in Argentina without it complicates proving your last EU address for both the ADA export file and Argentine consular paperwork.
  • If you’ll only hold temporary residence in Argentina, budget for the customs guarantee on your household goods — it’s real money tied up until your status (or the guarantee period) resolves, not a formality.
  • If you plan to bring a car, check whether you actually meet the 2-years-abroad test well before booking transport — it disqualifies many people who assume "moving = automatic duty-free car."
  • Luxembourg’s tax-residency status doesn’t end automatically the day you fly out; you must still settle your final resident-year return with the ACD.
  • Because Luxembourg has no seaport, build the extra road/rail leg to Antwerp or Rotterdam into your shipping timeline — it is not automatic same-day cargo drop-off.
  • Household appliances (white goods) have their own simplified customs treatment separate from the general baggage regime — flag electronics and appliances explicitly on your packing list.

How Flyto handles your Luxembourg to Argentina move

Flyto runs its own offices, warehouses, crews and vehicles across Northern, Central and Southern Europe, so the Luxembourg-side packing, export documentation and road/rail transfer to the departure port are handled by our in-house teams rather than handed off blind. For the ocean leg and the Argentine side, we work through a carefully vetted network of shipping partners and subcontractors, plus trusted local partners in Argentina who manage customs clearance under the régimen de mudanza, last-mile delivery and, where needed, pet and vehicle formalities on the ground.

Frequently asked questions

Do I need a customs declaration to move household goods from Luxembourg to Argentina?
Yes on both ends: a formal AES export declaration in Luxembourg, and a régimen de mudanza import file in Argentina once your goods arrive — duty-free if you hold permanent residence, or backed by a customs guarantee if you hold temporary residence — Douanes Luxembourg, AES; AFIP/ARCA, Mudanzas de importación.

How long can my household goods take to arrive after I move to Argentina?
Under the régimen de mudanza, goods can arrive up to 6 months after you enter Argentina (or as early as 3 months before), but they are only released after your own arrival is confirmed — AFIP/ARCA, Mudanzas de importación.

Do I have to deregister in Luxembourg before I leave?
Yes — declare your departure to your commune of residence no later than the day before you leave, via MyGuichet.lu or in person — Guichet.lu, Départ de la commune.

Can I bring my dog or cat to Argentina without a quarantine?
Argentina does not require quarantine for pets that arrive with a valid CVI (health certificate, current rabies vaccination, deworming) issued within the preceding 60 days and verified by SENASA at the border — SENASA, Ingresos con perros y/o gatos.

How much cash can I carry into Argentina without declaring it?
Up to USD 10,000 (or equivalent) per person; at or above that amount you must declare it to customs on arrival — AFIP, Ingreso y egreso de valores.

Can I bring my car with me to Argentina?
Only if you’ve lived abroad for at least 2 years: then one used vehicle owned for at least 3 months, with a customs (CIF) value up to USD 15,000, can be imported duty-free as part of the same moving-goods framework — AFIP/ARCA, Nacionalización de vehículos usados.
