Moving from South Africa to Sweden (2026): Relocation Guide
Key takeaways
- Pets set your timeline — start with them. South Africa is not on the EU’s list of approved third countries, so a dog or cat must pass a rabies antibody titration test (blood drawn at least 30 days after vaccination, result ≥0.5 IU/ml) followed by a mandatory three-month wait before entering Sweden. Allow roughly four to five months.
- Your used household goods can enter duty- and VAT-free under Sweden’s flyttsakstullfrihet (transfer-of-residence relief) if you lived outside the EU for at least 12 consecutive months, owned and used the goods for at least 6 months, and intend to live in Sweden for at least a year.
- Order of operations matters: a non-EU citizen must get a residence permit from Migrationsverket first, then register with Skatteverket to receive a personnummer.
- Close out cleanly in South Africa: SARS tax clearance, SARB exchange-control approval for large transfers, and a state-veterinary export certificate for pets.
- Sea freight from Durban or Cape Town to Gothenburg typically runs several weeks to around two months door-to-door; air freight is faster but far pricier and best for essentials.
1. Leaving South Africa: what to close out
Run four workstreams in parallel — tax, exchange control, customs and pets — and start the pet chain first because it is the longest (see section 5).
Tax and SARS. If you are ceasing South African tax residence, work through SARS’s tax-emigration process: confirm the date you break residence, settle any exit capital-gains tax on the deemed disposal of your worldwide assets, and obtain the relevant Tax Compliance Status (TCS) so funds can move abroad lawfully.
Exchange control and the Reserve Bank. Since 2021 the standalone “financial emigration” stamp was folded into the SARS process, but the substance stands: to move larger sums beyond your annual allowances you need a valid TCS for emigration and must work through an authorised-dealer bank, which clears the transfer with the South African Reserve Bank (SARB). Start with your bank’s forex desk weeks ahead.
Customs and household goods. Your removals company, as licensed clearing agent, lodges the SARS Customs export declaration for your furniture and effects. Keep a detailed valued inventory — Swedish Tullverket will want a matching one.
Admin to unwind: give notice on lease or property, close/redirect accounts, cancel medical-aid and insurance, gather originals and apostilles (birth/marriage certificates, qualifications), and get an international driving permit for the early weeks.
2. How your household goods ship to Sweden
Most South Africa-to-Sweden household moves travel by sea container from Durban or Cape Town to the port of Gothenburg — Scandinavia’s largest port and the standard gateway for Sweden.
Container options. A 20ft container suits a two- to three-bedroom home; a 40ft suits a large family home. For smaller loads, shared/groupage (LCL) costs less but takes longer, as goods are consolidated with others and wait for space.
Transit time. Door-to-door from South African ports to a Swedish address is a multi-week journey once you add collection, packing, loading, the ocean voyage, Gothenburg handling, customs clearance and final delivery — realistically several weeks to around two months, depending on full-container versus groupage and sailing frequency. Sailings to the Nordics are less frequent than to the major continental hubs, so add a buffer.
Air freight. For essentials you need at once — clothes, laptop, children’s items — air freight arrives in days rather than weeks but costs many times more per cubic metre than sea. Many families ship the bulk by sea and send one small air consignment to bridge the wait.
Packing tip: label and inventory everything as a household move and keep the valued inventory consistent from the SA export declaration through to the Swedish import file. Mismatches are the most common cause of clearance delays.
3. Sweden customs & transfer-of-residence relief
Sweden applies the EU transfer-of-residence exemption, known in Swedish as flyttsakstullfrihet (customs freedom for removal goods, or flyttsaker). Used personal belongings you bring when moving your permanent residence to Sweden can enter free of import duty and the 25% import VAT (moms), provided you meet the conditions.
Core conditions (as set out by Tullverket):
- You are moving your permanent residence from outside the EU to Sweden and intend to live in Sweden for at least one year.
- You have lived outside the EU for at least 12 consecutive months.
- You (or a member of your household) have owned and used the goods for at least 6 months before the move.
- You import the goods within 12 months of being registered in Sweden.
Paperwork. You (or your mover on your behalf) declare the goods to Tullverket for flyttsakstullfrihet. You will typically need a detailed valued inventory, proof of residence outside the EU for the qualifying period (for example employment or tenancy records), your residence permit, and proof of your move to Sweden. Note the important sequencing quirk: relief is tied to being registered in Sweden, so coordinate the timing of your goods’ arrival with your Migrationsverket permit and Skatteverket registration.
Alcohol and tobacco are excluded from the removal-goods relief (though limited traveller allowances apply), and new/unused goods do not qualify.
4. Arriving: registration, residence, driving, healthcare
Residence permit (Migrationsverket) — first. South Africans are non-EU nationals, so before entering Sweden you should apply for and be granted a residence permit from the Swedish Migration Agency (Migrationsverket). Common routes are work permits (employer offer required), the EU Blue Card, self-employment, study and family reunification. For access to a personnummer the permit generally needs to be valid for at least 12 months; a shorter permit may only get you a coordination number (samordningsnummer).
Personnummer (Skatteverket) — second. After arrival, register your move with the Swedish Tax Agency (Skatteverket) to be entered in the population register (folkbokföring). As a non-EU/EEA citizen you must show a valid residence-permit card from Migrationsverket when you notify Skatteverket. Once registered you receive your personnummer, the key that unlocks banking, healthcare, salary and most public services. The clear sequence is: permit from Migrationsverket → move to Sweden → register with Skatteverket → personnummer.
Healthcare. Once you are registered in the population register you gain access to Sweden’s tax-funded public healthcare on the same terms as residents (patient fees apply). Before your personnummer comes through, keep private/travel cover in place.
Driving. South Africa is outside the EU/EEA, so a South African licence generally cannot be exchanged for a Swedish one. You can usually drive on a valid SA licence for a limited period after establishing residence, but to continue you will normally need to take Swedish theory and practical tests (Transportstyrelsen/Trafikverket) and obtain a Swedish licence. Check the current rules before relying on your SA licence long-term.
5. Pets
Plan pets first — they are the longest lead-time in the move. South Africa is not on the EU’s list of approved (listed) third countries for pet movement, which triggers the rabies antibody titration requirement. For a dog or cat the sequence is:
- Microchip (ISO 15-digit), implanted before or at the same time as the rabies vaccination.
- Rabies vaccination after the microchip; the animal must be at least 12 weeks old at vaccination.
- Rabies antibody titration test — blood drawn by an authorised vet at least 30 days after vaccination, analysed by an EU-approved laboratory, showing at least 0.5 IU/ml.
- Mandatory three-month wait — the pet may not enter the EU until three months have passed from the date the blood sample was taken.
- EU animal health certificate — issued by a South African state (official) veterinarian shortly before travel, referencing the microchip, vaccination and titre.
- South African export clearance — a state-veterinary export health certificate to take the animal out of South Africa.
From first vaccination to earliest legal EU entry, plan for roughly four to five months, so book the vet chain the day you decide to move. Pets must enter the EU through a designated Traveller’s Point of Entry, and a maximum of five animals may travel under the non-commercial pet rules. Sweden no longer requires tapeworm treatment for dogs (that applies to some other member states), but confirm current entry details. Snub-nosed breeds face airline heat/handling limits — plan the route early.
6. Money, banking & tax basics
Moving your money. Route large transfers through your South African authorised-dealer bank once your SARS Tax Compliance Status for emigration is in place; the bank clears the amounts with SARB. Compare bank forex against specialist brokers for the ZAR-to-SEK leg.
Swedish bank account. Opening a full account almost always requires a personnummer and Swedish ID, which is why the Migrationsverket-then-Skatteverket order matters. Some banks offer limited services against a coordination number in the interim; a BankID (digital identity) follows once you are established and is essential for daily life.
Tax residence. You generally become taxable in Sweden once you are registered in the population register or have your essential ties there; Swedish residents are taxed on worldwide income. A South Africa–Sweden double-tax treaty prevents the same income being taxed twice — take advice on your exit year and first Swedish year, and on how any South African retirement or investment income will be treated.
How Flyto handles your South Africa to Sweden move
Flyto Relocation runs its own hubs across Northern, Central and Southern Europe, so a move to Sweden is coordinated by one connected team rather than a relay of separate agents. We manage the South African export declaration and Durban or Cape Town loading, the sea leg to Gothenburg, and the Tullverket flyttsaker declaration — and we align your goods’ arrival with your Migrationsverket permit and Skatteverket registration, while flagging the pet titre timeline early enough to meet it. Get a quote and we will plan your dates around the longest lead-time first: your pets.
Frequently asked questions
Does my dog or cat really need a rabies titre test, and how long does it add?
Yes. Because South Africa is an unlisted third country, the EU requires a rabies antibody titration test: blood taken at least 30 days after vaccination, a result of at least 0.5 IU/ml from an approved lab, then a three-month wait from the blood-sampling date before entry. Allow four to five months overall. See European Commission — bringing a pet from a non-EU country.
Will I pay import VAT and duty on my household goods?
Not if you qualify for flyttsakstullfrihet: resident outside the EU for 12+ months, goods owned and used 6+ months, intending to live in Sweden at least a year, and imported within 12 months of being registered. See Tullverket — duty and VAT relief when moving to Sweden.
What is the correct order — permit or personnummer?
Permit first. A non-EU citizen must hold a valid residence permit from Migrationsverket, shown to Skatteverket when registering the move; the personnummer follows registration. See Skatteverket — moving to Sweden (non-EU/EEA citizen).
Do I need a residence permit before I move?
Yes. As a non-EU national you should apply for and be granted a Migrationsverket residence permit (work, Blue Card, study or family) before entering Sweden. For a personnummer it generally needs to be valid at least 12 months.
Can I swap my South African driving licence for a Swedish one?
Generally no — South Africa is outside the EU/EEA, so once resident you will normally need to pass the Swedish tests. Confirm the current rules with Transportstyrelsen before relying on your SA licence long-term.
How long does the sea shipment take?
Plan for several weeks to around two months door-to-door from Durban or Cape Town to Gothenburg, depending on full-container versus groupage and sailing schedules. A small air shipment can carry essentials in the meantime.
