Key takeaways

  • Pets come first. Turkey is not on the EU’s list of favourable third countries, so a dog or cat entering Sweden needs a microchip, a rabies vaccination, and then a rabies antibody titration test (blood taken at least 30 days after vaccination, showing at least 0.5 IU/ml at an EU-approved lab), followed by a three-month wait before EU entry. This is the longest-lead task in the whole move.
  • Used household goods can enter duty- and VAT-free as Swedish flyttsaker (removal goods) – you must have had your normal residence outside the EU for at least one year and have owned and used the items for at least 6 months.
  • You declare the removal goods to Tullverket (Swedish Customs); a non-transfer condition applies for the first year.
  • Sequence matters for status: as a third-country national you first obtain a residence permit from Migrationsverket (valid at least 12 months), then register with Skatteverket for your personnummer.
  • Sea freight from Istanbul (Ambarlı) or Mersin to Gothenburg runs roughly a week or more port-to-port, with door-to-door usually several weeks; air freight to Stockholm/Gothenburg is the express alternative.

1. Leaving Turkey: what to close out

Wind down your Turkish affairs methodically so nothing trails you after departure. If you have held a Turkish residence permit (ikamet), it is administered by the Presidency of Migration Management (Göç İdaresi Başkanlığı, PMM) via the Provincial Directorates and the e-ikamet system. A short-term permit normally just lapses when you leave permanently – an unrenewed card is cancelled automatically – but if you want a clean exit record, notify your provincial directorate you are leaving and confirm there are no open obligations tied to your registered address.

Deal with everyday matters while you still hold local ID and online access: close or transfer utilities, end your tenancy or complete any property sale, settle outstanding tax, and keep proof of your Turkish residence (rental contracts, utility bills, permit records). Sweden’s flyttsaker relief requires you to show at least one year of residence outside the EU, so these documents are the evidence you rely on at import.

For the shipment itself, your Turkish removals company files a customs export declaration; because Turkey sits outside the EU for goods, export clearance is mandatory before the container can sail. Keep a signed, valued inventory in English, since it doubles as the basis for your Swedish import. If you own possible cultural property (antiques, artworks, older carpets), confirm Turkish export-permit rules before packing, as these can require special documentation.

Pets set the timeline (see section 5): the Turkish Ministry of Agriculture and Forestry issues the export/health certificate, and the same rabies titre test is the linchpin for both leaving Turkey and entering the EU.

2. How your household goods ship to Sweden

The usual route is sea freight in a container, loaded at Istanbul’s Ambarlı complex or at Mersin and discharged at the Port of Gothenburg, Scandinavia’s largest port and the natural entry point for a Swedish move. The Mediterranean-to-Baltic/North-Sea sailing is one of the longer European routings; expect the port-to-port leg to run around a week or more, often with a transhipment. In practice the door-to-door timeline is usually several weeks once you add Turkish export clearance, the sea leg, Swedish import clearance, and inland delivery – more in peak season or to northern Sweden.

You will choose between a full container load (FCL) – your own 20ft or 40ft box, best for a full home – and a shared/less-than-container load (LCL), paying only for the volume you use. LCL suits a smaller flat but adds consolidation time at both ends. For urgent, compact, or high-value items, air freight into Stockholm Arlanda or Gothenburg Landvetter is the express option – days rather than weeks – at a far higher cost per kilo, so it is usually reserved for essentials and documents.

Your inventory drives the customs process. Number boxes against a single master list, flag high-value items, and remember that alcohol and tobacco are excluded from the relief (you may bring only limited traveller quantities), as are goods intended for sale.

3. Sweden customs and transfer-of-residence relief

Sweden grants relief from customs duty and import VAT on your used personal belongings when you move your permanent residence to Sweden from outside the EU. These are flyttsaker (removal goods), and the process runs through Tullverket, the Swedish Customs authority. The conditions are: you must have had your normal residence outside the EU for a continuous period of at least one year; the items must have belonged to you for at least 6 months before departure; and you (or a household member) must have used them for at least 6 months in your home outside the EU. You have one year from the day you arrive to take up residence to bring your belongings in under the relief.

A non-transfer condition applies: during the first year from the date relief is granted, you must not sell, rent out, lend, give away or pledge the goods for which duty and VAT relief was granted; if you want to, you must notify Tullverket and pay the duty, VAT and fees. Alcohol and tobacco cannot be brought in duty-free as personal effects under this relief – only limited traveller allowances apply. Your international mover typically prepares and lodges the customs declaration and the inventory with Tullverket; keep your passport, residence permit, inventory, and proof of prior residence in Turkey ready to support the claim.

Because the relief is anchored to your establishing residence and to the one-year import window, coordinate your shipping date with your arrival and your Migrationsverket/Skatteverket steps below. If goods arrive before your paperwork is complete, your agent can hold them, but it is cleaner to have the documents in hand.

4. Arriving: registration, residence, driving, healthcare

Sweden has a strict order for third-country nationals, and getting it wrong stalls everything else. First, the residence permit. As a non-EU citizen you need a residence permit (uppehållstillstånd) from Migrationsverket, the Swedish Migration Agency, to live in Sweden for more than 90 days – generally applied for and granted before you travel. For the next step to work, the permit must be valid for at least 12 months.

Then, the personnummer. If your stay will exceed 12 months, you register your move with Skatteverket, the Swedish Tax Agency, to obtain your personnummer – the ten-digit personal identity number that runs Swedish life. As a citizen of a non-EU/EEA country you must show a valid Swedish residence permit (valid at least 12 months) when you notify Skatteverket of your move; you normally attend in person with your passport and permit. The personnummer is close to essential: without it you cannot easily open an account at most Swedish banks, activate BankID (needed for nearly all digital services), or access Försäkringskassan (social insurance) benefits.

Registration with Skatteverket also brings you into the healthcare system – once registered with a personnummer and living in Sweden, you generally access publicly funded healthcare on the same terms as residents (patient fees apply). For driving, Sweden exchanges EEA licences and licences from a short list of agreement countries (currently including the UK, the Faroe Islands, Switzerland and Japan) via Transportstyrelsen; Turkey is not on that list, so a Turkish licence cannot be exchanged. You may drive on a valid Turkish licence for a limited initial period after becoming resident, after which you must obtain a Swedish licence by passing the Swedish theory and practical tests. Confirm the current rules and permitted period with Transportstyrelsen.

5. Pets

Begin this before any other part of the move, because the mandatory waiting periods create a hard, multi-month minimum. Since Turkey is not a listed (favourable) third country, the strict route applies, in this precise order:

  1. Microchip (ISO 11784/11785), implanted and readable before the rabies vaccination – otherwise the vaccination is invalid.
  2. Rabies vaccination, given after the microchip.
  3. Rabies antibody titration test: blood drawn by an authorised vet at least 30 days after vaccination, tested at an EU-approved laboratory, with a result of at least 0.5 IU/ml.
  4. Three-month wait: the animal may only enter the EU three months after the date of the successful blood sample (this wait cannot be waived for a pet vaccinated and tested in Turkey).
  5. EU animal health certificate from an official vet close to travel, plus the Turkish Ministry of Agriculture and Forestry export/health certificate to leave. Turkey requires an equivalent titre test for export and does not accept a three-year rabies validity, so align the dates.

From an unvaccinated pet, plan on roughly four months minimum before legal EU entry (30 days between vaccine and blood draw, then the three-month wait). Entry from an unlisted country must be via a Travellers’ Point of Entry, where documents are checked – if you route through another EU airport before Sweden, confirm the entry point and paperwork. Check breed rules and cabin-versus-cargo requirements with your airline early, as larger animals usually travel as manifest cargo.

6. Money, banking and tax basics

Swedish banking is built around the personnummer and BankID, so opening a full account and going digital is much easier once you are registered with Skatteverket. Before then your options are limited, so prioritise the Migrationsverket-then-Skatteverket sequence. Plan your currency conversion from Turkish lira deliberately, and keep evidence of the origin of larger sums, as Swedish banks apply anti-money-laundering checks.

On tax, you generally become subject to Swedish tax on the basis of residence or a substantial connection to Sweden; residents are taxed on worldwide income. Review the Turkey-Sweden double-taxation treaty for the year of your move, when you may be part-year resident in each country, and consider professional advice. Registering with Skatteverket puts you in the system for both tax and civil registration; keep your customs, Migrationsverket and Skatteverket documents together, as they establish your move timeline if any authority queries it.

How Flyto handles your Turkey to Sweden move

Flyto Relocation runs the corridor as one managed project. We handle the Turkish export clearance, the sea or air freight from Ambarlı or Mersin to Gothenburg (or Arlanda/Landvetter for air), and the Swedish import so your goods clear as flyttsaker – our team prepares and lodges the inventory and declaration with Tullverket within your one-year window. Because we operate our own hubs across Northern, Central and Southern Europe, the handovers stay inside a single network, giving you cleaner tracking and one point of contact instead of a relay of separate agents. And because the pet titre test and its three-month wait are the genuine critical path, we schedule them first so they never upend your move date – and we map them against the Migrationsverket-then-Skatteverket order that governs your Swedish registration. Send us your dates and inventory and we will plan the full route – get a quote.

Frequently asked questions

Does my dog or cat need a rabies titre test to enter Sweden from Turkey?
Yes. Turkey is not a listed third country, so a titre test is required: blood drawn at least 30 days after rabies vaccination, at least 0.5 IU/ml, at an EU-approved lab. See the European Commission.

How early should I start the pet process?
Around four months from an unvaccinated pet: 30 days between vaccination and blood draw, then a three-month wait after a successful sample before EU entry, per the European Commission.

Will I pay duty or VAT on my used household goods?
Not if you qualify for flyttsaker relief: at least one year’s residence outside the EU and goods owned and used for at least 6 months, declared to Tullverket. See Tullverket.

Do I get the personnummer before or after the residence permit?
After. You first obtain a residence permit valid at least 12 months from Migrationsverket, then register with Skatteverket for the personnummer. See Skatteverket.

How long do I have to import my belongings under the relief?
One year from the day you arrive in Sweden to take up residence, and you must not sell or lend the goods during the first year without notifying customs. See Tullverket.

Can I exchange my Turkish driving licence in Sweden?
No – Turkey is not among the countries whose licences Sweden exchanges, so you must pass the Swedish tests. Check Transportstyrelsen.
