1. Your Singapore status decides your customs treatment

Singapore Customs will only consider GST relief on your used household articles and personal effects if you are a returning Singapore citizen or Permanent Resident, or a foreigner relocating to Singapore, and you can prove it (Singapore Customs).
The proof is a valid long-term pass. The Declaration of Facts requires a passport copy plus proof that you are moving to Singapore — an Employment Pass, Dependant Pass, Student Pass, or the MOM In-Principle Approval (IPA) letter — and, for PRs, an ICA Re-Entry Permit (Singapore Customs). 2. The Czech export side

Export declaration. Since 1 July 2009 Czech export declarations must be lodged electronically in the customs export system, except in defined fallback situations (Celní správa ČR). However, genuine relocation goods of a non-commercial nature can be declared orally at the exit customs office; the same rule allows an oral declaration for goods whose value does not exceed EUR 1,000 or whose net weight does not exceed 1,000 kg (portal.gov.cz). In practice your removal company or its Czech customs broker lodges the electronic export declaration for the container, supported by a packing list, an inventory/valued list, passport copy and the transport document (bill of lading / air waybill / CMR).
Deregistering your residence. A Czech citizen leaving for the long term should terminate permanent residence (ukončení trvalého pobytu). You report this in writing to the registration office (ohlašovna) for your address, or to a Czech embassy abroad; the administrative fee is CZK 100 domestically (or CZK 600 at an embassy) (Ministry of the Interior; portal.gov.cz). Terminating permanent residence ends the validity of your Czech ID card, which you must surrender within 15 working days.
Tax-residency exit. Under Czech law you are a tax resident if you keep a permanent home in the Czech Republic or spend at least 183 days there in a year, and residents are taxed on worldwide income (Finanční správa). A permanent move to Singapore can shift your residence through stronger economic and personal ties abroad. Clarify your position with your local tax office, and if you need it, request a Certificate of Tax Residency (potvrzení o daňovém domicilu) from the Financial Administration to prove your status to either side (Finanční správa guidance).
3. Ports & transit
The Czech Republic is landlocked, so there is no Czech seaport. A sea shipment is trucked or railed to a North Sea gateway — most commonly Hamburg, and also Bremerhaven, Rotterdam or Koper — where the container is loaded for Singapore. Air freight departs from Václav Havel Airport Prague (PRG). The Czech export declaration is validated by the exit customs office before the goods leave EU territory (Celní správa ČR).

4. The Singapore import side
Singapore is unforgiving about sequence: you must file before your goods arrive. If the shipment has already landed, Customs will reject the relief application (Singapore Customs).
Step 1 — Declaration of Facts (DOF). Before the goods arrive, submit an online DOF with your passport/NRIC copy, proof of relocation (Employment Pass, Dependant Pass, Student Pass or MOM IPA letter), a Re-Entry Permit if you are a PR, and the Bill of Lading or Air Waybill — one DOF per transport document (Singapore Customs).
Step 2 — GST relief permit. Once your DOF is approved, apply for a Customs In-Non-Payment (GST Relief) permit via TradeNet within 10 working days (Singapore Customs). Relief is conditional: you must own the items, have used and possessed them for at least 3 months, agree not to sell or dispose of them within 3 months of arrival, and import them within 6 months of your first arrival in Singapore (Singapore Customs). Without relief, GST at 9% applies to the value of the goods (IRAS). Note that some categories — intoxicating liquors, tobacco products, motor vehicles, private aircraft, boats and yachts, and commercial goods — are not eligible for relief at all (Singapore Customs). 5. Pets
Czech export side. The State Veterinary Administration (Státní veterinární správa, SVS) issues the veterinary certificate for exporting dogs and cats from the Czech Republic to third countries; the Singapore-specific blank form is available on request from int@svscr.cz, and your local Regional Veterinary Administration provides the official veterinarian’s endorsement once conditions are met (SVS).
Singapore import side. The Czech Republic is classified by AVS as a Schedule II country. Requirements include a microchip, rabies vaccination with an approved inactivated or recombinant vaccine, and blood sampling for rabies serology at least 28 days after vaccination, plus core vaccinations (AVS). For Schedule II countries, post-arrival quarantine is not required by default, but a 10-day home quarantine is mandatory if the pet arrives more than 5 days after the owner enters Singapore, or if it has not been continuously living at the same residential address as the owner for at least 6 months before import (AVS).
You must obtain a dog/cat licence (via PALS) and an import licence through the GoBusiness Licensing Portal — S$50 normal or S$100 express, valid 90 days — and book the border inspection before arrival (AVS). Crucially, from 1 April 2026 every dog and cat must have an AVS-recognised pet agent manage clearance at Changi — you cannot self-clear (AVS). 6. Vehicles, money and things people forget
