The 2026 status of the Italian driving licence abroad

The Italian patente di guida is issued under D.Lgs. 285/1992 (Codice della Strada) and follows the EU Directive 2006/126/EC harmonising driving licences across the Union. Italian patenti issued after 19 January 2013 carry the EU model with a 10-year validity for categories A and B (5 years for category C, D, etc.) and are recognised across the entire EU/EEA without exchange. Older Italian licences (cartaceo or pre-2013 plastic) remain valid until expiry but should be renewed at the next renewal cycle for full EU recognition.

The Motorizzazione Civile manages the licence database, integrated with the EU RESPER (Reseau Permis European) network for cross-border verification. From 2026, the new digital patente (issued by mobile app via IO and SPID) is in pilot phase — expected full rollout by 2028.

Driving in EU/EEA countries with an Italian licence

Italian residents temporarily abroad in EU/EEA states use their patente without restriction. Italian residents who move and become AIRE-registered residents abroad continue to use the Italian licence — but the country of new residency may impose a deadline to either continue using the Italian licence (typically up to expiry) or exchange for the local licence. The exchange is generally administrative without a new exam.

The exchange procedure within the EU

Italian licences are exchanged for local EU/EEA licences without re-examination. Required documents typically: original Italian patente, Italian translation by sworn translator (in some countries — not in Germany or France), proof of residence, passport, medical certificate (sometimes), payment of fee (€20-50). The Italian patente is sent back to the Motorizzazione Civile by the foreign authority via RESPER.

After exchange, the Italian licence record is marked ”convertita” in the Italian database. Should you return to Italy, you can request the Italian licence back — generally a routine reverse exchange with the new local licence as input.

Driving in non-EU countries: IDP and recognition

For non-EU travel and residence, the International Driving Permit (IDP) is recommended. Italy issues IDPs in two formats: 1949 Geneva Convention IDP (valid 1 year, accepted in USA, Australia, UK, etc.) and 1968 Vienna Convention IDP (valid 3 years, accepted across most non-EU European countries). Both are issued by ACI (Automobile Club d’Italia) provincial offices for €30-50 plus passport-photo and copy of Italian patente.

Some countries (UAE, Japan, Brazil, China) require either local licence exchange or a complete re-test depending on bilateral agreements. Switzerland accepts Italian licences for 12 months without IDP. The UK accepts Italian licences without IDP under the 2020 Withdrawal Agreement and subsequent UK-EU recognition rules.

Renewing the Italian licence from abroad

The Italian patente is renewable abroad through Italian consulates with proper jurisdiction. Procedure: book an appointment, pass medical examination by an Italian-recognised medical authority (consulate-listed doctors abroad, plus Italian Embassy medical service for major capitals), pay the renewal fee (€16 + €10.20 + €9 documents), receive the new patente by registered mail at your foreign address.

Medical exam categories: standard (under 50 years), enhanced (50-70 years, every 5 years), advanced (70+ years, every 3 years). Some categories (C, D, professional drivers) require periodic medical exams more frequently. Authorised consulate medical lists are published on each consulate’s website.

If the Italian licence has expired more than 3 years ago, renewal abroad is no longer possible — you must take the full exam either in Italy or in the country of residence (depending on local rules).

What happens if you exchange and want to return

Italian residents returning after foreign exchange can recover their Italian patente by reverse procedure: present the foreign licence to the Motorizzazione Civile (or directly via STA agency), apply for re-issue of the Italian licence at €37.50, and undergo a quick medical certificate. The new Italian patente carries the original number for archive purposes — useful for revisione points history.

If you took a foreign exam (e.g., USA state licence) and never had an Italian licence converted, conversion to Italian patente depends on bilateral recognition. Italy has full recognition with: Argentina, Brazil, Canada, Japan, Korea, Switzerland, Turkey, UK, UAE (limited categories) and most EU countries. Other countries (USA federal-level, Australia, India) require re-examination.

Penalty points and infractions across borders

Within the EU, the Cross-Border Enforcement Directive (Directive 2015/413/EU) allows authorities to access vehicle owner records across the Union. Italian-issued speeding fines for foreign-registered cars are enforced via the cross-border system. Conversely, infractions committed in Italy by Italian-licence holders living abroad transit through the home country authorities for collection but Italian penalty points (taglio della patente) accrue normally.

Note that the Italian point-based licence system (patente a punti, 20 points starting balance) continues to apply to Italian licence holders even when resident abroad. Loss of points triggers Italian re-education courses or, at zero points, full re-examination.

Foreign licences in Italy: the reverse case

Foreign citizens moving to Italy use their licence under different rules: EU/EEA licences are recognised indefinitely (with possibility to exchange after 2 years of residence). Non-EU licences require exchange within 12 months of residency change if the country has bilateral recognition; otherwise, full Italian exam (theory + practical) is mandatory.

Coordination: AIRE-registered Italian dual citizens returning to Italy with a foreign licence may keep both, but with annual residency renewal in Italy, the foreign licence eventually requires exchange.
