Poland to China is a long, two-customs-regime corridor: an EU export from a Baltic economy with a fully electronic customs system, into a country where import rules for your belongings hinge almost entirely on the visa and residence permit you hold. This guide covers both halves in order — what Poland requires of you as you leave (deregistration, tax exit, export declaration) and what China requires as you arrive (customs form, duty exemption tied to your permit, pets, currency) — plus a short note on moving back from China to Poland. It is written for someone relocating from Poland to mainland China for work, study or family reasons, whether shipping a full household or just a few boxes.

Key takeaways

  • Poland’s customs authority is the Krajowa Administracja Skarbowa (KAS); export declarations for goods leaving the EU are lodged electronically through the AES/ECS2 PLUS system on the PUESC portal, in force since 31 October 2024 — puesc.gov.pl.
  • Goods of a non-commercial nature (i.e. your personal belongings, if you carry or accompany them yourself) may be declared orally at export under EU customs law, with no value ceiling; commercial goods are capped at €1,000/1,000 kg for oral declaration — Commission Delegated Regulation (EU) 2015/2446, Art. 137.
  • If you’re leaving Poland for more than 6 months you must report your departure, which automatically deregisters (wymeldowanie) you from your address — done online via a Trusted Profile at obywatel.gov.pl.
  • Tax residency does not end automatically: you must notify your tax office once your centre of life interests moves abroad, and Poland taxes worldwide income for anyone who is still a resident — gov.pl/web/kas.
  • On the China side, duty-free import of used household effects is only available to foreigners holding a valid residence permit (typically issued for at least a year), applied for through the local Customs office after arrival — GACC.
  • Dogs and cats entering China face quarantine of up to 30 days unless the pet is microchipped, rabies-vaccinated and (depending on origin) passes an antibody test — one pet per person per entry — GACC Announcement 2019 No. 5.
  • Cash above €10,000 must be declared leaving the EU, and cash above RMB 20,000 / USD 5,000 must be declared entering or leaving China — Your Europe – EU cash rules; GACC passenger clearance guide.

1. Your China immigration status decides your customs treatment

Unlike an EU-to-EU move, what you’re allowed to bring into China duty-free is not a fixed personal allowance — it is tied to the visa and residence permit you arrive with. A Z visa (work) or family/study visa that converts into a residence permit valid for at least a year is what unlocks the duty exemption on used household effects, applied for at the local Customs office once the permit is issued; a short-term visa gives you none of that. The Z visa itself is issued only after a work permit is obtained and must be converted into a residence permit with the local Public Security Bureau within the statutory window after arrival, per the National Immigration Administration (NIA)NIA: Entry-Exit and Stay of Foreigners; NIA: Residence Permit Application. Practically: decide your permit route before booking freight, since import is generally allowed only as one sea and one air shipment per residence permit, and exemption (where available) applies to the first shipment only.

2. The Poland export side

Authority. Poland’s customs administration is the Krajowa Administracja Skarbowa (KAS), under the Ministry of Finance. All export declarations for goods leaving the EU customs territory are now filed exclusively through the AES/ECS2 PLUS electronic system on the PUESC portal (puesc.gov.pl); the previous AES/ECS2 was replaced on 31 October 2024, with the exit-confirmation message now called CC599C — PUESC: Wywóz towarów (Eksport); PUESC: System AES.

How your goods actually leave. If you personally accompany your belongings across a border (e.g. driving to a departure port), EU law allows an oral declaration for goods of a non-commercial character with no stated value limit Art. 137, Reg. 2015/2446. In practice, though, a household move shipped as unaccompanied freight by sea or air is handled by your mover’s customs agent, who lodges a standard electronic AES export declaration on your behalf — this is the normal route for a full container or air-freight shipment, not the oral-declaration exception.

Deregistration (wymeldowanie). Anyone leaving Poland for a stay abroad longer than 6 months is legally required to report the departure. Reporting is done online through obywatel.gov.pl using a Trusted Profile (Profil Zaufany) and automatically deregisters you from your permanent/temporary address — Zgłoś wyjazd za granicę, obywatel.gov.pl. Your PESEL number itself is not cancelled; only your address registration is closed.

Tax residency exit. Polish tax residency is not tied to deregistration — it is defined by staying in Poland over 183 days in a tax year, or having your "centre of life interests" (personal or economic) in Poland. If neither applies after your move, you become a non-resident and should notify your tax office; residents are taxed on worldwide income, non-residents only on Polish-source income — KAS: Informacja dla osób mieszkających poza granicami Polski dot. PIT. Note this is separate from Poland’s "exit tax," which targets unrealised gains on financial assets above PLN 4,000,000 when residency changes and is irrelevant to a typical household relocation.

Vehicle. If a car is being taken out of Poland permanently because it was sold abroad or newly registered abroad, Polish law (Prawo o ruchu drogowym, Art. 79) makes this grounds for deregistration (wyrejestrowanie) at the starost office (starostwo) that issued its Polish registration; the owner should apply within 30 days of the sale or foreign registration, with proof of that event, to avoid a late-filing penalty — Wyrejestrowanie pojazdu z powodu wywozu z kraju, samorzad.gov.pl.

3. Ports & transit — realistic freight-industry estimates

Poland’s export freight typically routes through its three main Baltic seaports — Gdańsk (Poland’s largest port, roughly 80+ million tonnes of annual cargo and over 2 million TEU of container throughput), Gdynia (a major container, general-cargo and RoRo hub), and Szczecin-Świnoujście — or by air freight from Warsaw Chopin Airport. The figures below are industry-standard freight-forwarder estimates, not government data, and vary by carrier, season and routing:

  • Sea freight, Gdańsk/Gdynia → major Chinese ports (Shanghai, Ningbo, Shenzhen), typically transships via a European hub — commonly quoted around 6–9 weeks door-to-door including origin/destination handling.
  • Air freight, Warsaw → Beijing/Shanghai/Guangzhou — commonly quoted around 1–2 weeks door-to-door, at a significantly higher cost per kilogram than sea freight.
  • Land/rail options (China Railway Express-type services) exist for parts of Europe but are far less commonly used for household relocation shipments than sea or air.

Always confirm current transit estimates and routing with your mover, since Baltic-to-China sea schedules depend heavily on transshipment hub congestion.

4. The China import side

Once your Z (or equivalent) visa has converted into a residence permit, your relocation agent applies on your behalf to the local Customs office for permission to import your personal effects. Core requirements consistently cited by China’s customs framework: goods must be used items you owned for a reasonable period before shipping, intended for continued personal use (not resale), and import must generally be arranged within a defined window relative to your permit’s validity, since exemption is normally tied to the residence permit being valid for at least a year. Only one sea shipment and one air shipment are allowed per permit.

Passenger/baggage declaration. Everyone entering China completes either the paper or digital baggage declaration; the "dual-channel" system lets travellers with nothing to declare use the green channel. Unaccompanied baggage shipped separately from you must be declared on arrival and cleared within a defined window after your entry date under current Customs regulations — GACC: Customs Clearance Guide for International Passengers.

Duty-free personal allowance. Separate from the residence-permit household-goods exemption, resident travellers carrying personal luggage worth up to RMB 5,000 (non-resident travellers up to RMB 2,000, if the goods are to remain in China) acquired overseas for reasonable personal use clear duty-free — same GACC source above.

Currency. Cash above RMB 20,000, or foreign currency cash above the equivalent of USD 5,000, must be declared to Customs on entry or exit; these are independent thresholds, and larger amounts of foreign currency generally require a bank/foreign-exchange permit — GACC clearance guide.

5. Pets

Leaving Poland (EU rules). Dogs, cats and ferrets need an EU pet passport (or, for onward travel outside the EU pet scheme, a veterinary health certificate), a working microchip, and rabies vaccination administered at least 21 days before travel; pets under 3 months old cannot travel under the standard scheme — Your Europe: EU pet travel rules.

Entering China. GACC limits entry to one dog or one cat per person per entry. You must present valid quarantine and rabies-vaccination certificates from the official animal-health authority in the exporting country, and the pet must be microchipped. Pets are quarantined for up to 30 days at a Customs-designated facility unless they qualify for an exemption — e.g. arriving from a designated country/region with a valid chip and passing on-site inspection, or (from non-designated origins) having a chip plus a rabies-antibody test from a GACC-approved lab showing a titre above 0.5 IU/ml, and passing on-site inspection — GACC Announcement [2019] No. 5. Arrange the antibody test and paperwork with your vet in Poland well ahead of departure — the blood test alone can take weeks to process.

6. Vehicles, money, and what people forget

  • Vehicles: Poland requires deregistration once the car is sold or registered abroad (see Section 2). Shipping a Polish-registered car to China for private use is a separate, complex import process subject to Chinese vehicle-type approval and import duty/VAT — most relocating employees sell the car in Poland rather than ship it.
  • Cash and bank transfers: declare cash above the EU’s €10,000 threshold leaving Poland, and above RMB 20,000/USD 5,000 entering China (Section 4). Moving larger sums is better handled by bank transfer than by carrying cash.
  • Insurance for goods in transit: freight insurance is not a government requirement but is strongly recommended for a multi-week sea crossing.
  • PESEL and Polish administration: your PESEL number and bank accounts stay valid after deregistration — only your registered address closes. Keep a Polish mailing address or authorised representative (pełnomocnik) for any remaining tax or postal matters.
  • Residence permit timing vs. shipping: because China’s duty exemption is tied to the residence permit being issued and valid for at least a year, shipping goods before the permit is confirmed risks losing the exemption — align your moving company’s booking with your visa/permit timeline, not the other way round.

Reverse direction: moving from China back to Poland

The same two frameworks apply in reverse. On exit, you complete China’s outward passenger baggage declaration and, if applicable, the reverse pet-export process with Chinese-issued health/rabies documentation recognised by an EU border vet. On arrival in Poland/the EU, returning residents (Polish citizens or others establishing residence in Poland) can claim duty and VAT relief on personal property ("mienie przesiedlenia"), provided the items were owned and used for at least 6 months before the move and the person’s previous residence outside the EU lasted at least 12 months — administered by KAS through customs declaration with an itemised inventory — podatki.gov.pl: Mienie przesiedlenia.

How Flyto handles your Poland to China move

Flyto runs its own offices, warehouses, crews and vehicles across Northern, Central and Southern Europe, so the Polish end of your move — packing, customs paperwork through AES, and transport to Gdańsk, Gdynia or Warsaw airport — is handled in-house. For the ocean or air leg into China and final delivery, we work with a carefully vetted network of subcontracted carriers and trusted local partners on the ground in China who manage Customs clearance and the residence-permit-linked import process, so your shipment is handled by people who know Chinese import procedure firsthand.

Frequently asked questions

Do I need a Chinese residence permit before shipping my household goods?
You don’t need it in hand before booking, but duty-free import of used household effects generally requires a residence permit valid for at least a year, applied for through Customs after you arrive — see NIA guidance on residence permits.

Do I have to deregister in Poland if I’m only going for a few months?
The legal reporting obligation applies to departures longer than 6 months; shorter stays are not covered by the same rule — obywatel.gov.pl.

Will I still owe Polish tax after I move to China?
Only if you remain a Polish tax resident under the 183-day or centre-of-life-interests test; otherwise you’re taxed only on Polish-source income — KAS PIT guidance.

Can I bring more than one pet to China?
GACC limits entry to one dog or one cat per person per entry, regardless of how many pets you own — GACC Announcement No. 5 of 2019.

How much cash can I carry across each border?
Up to €10,000 leaving the EU without declaring, and up to RMB 20,000 (or USD 5,000 in foreign currency) entering or leaving China without declaring — Your Europe; GACC.

What happens to my quarantine timeline if my pet doesn’t qualify for an exemption?
It can face up to 30 days of quarantine at a Customs-designated facility in China, so plan boarding or a delayed pet shipment accordingly — GACC Announcement No. 5 of 2019.
