What changes in 2026: harmonised EU model and digital wallet

From January 2026, Belgian driving licences (rijbewijs / permis de conduire) issued since 2013 are fully aligned with the EU model under Directive 2006/126/EC consolidated by EU 2022/2561. The Belgian licence is recognised in all 27 EU member states, EEA countries (Norway, Iceland, Liechtenstein), the UK (post-Brexit agreement) and Switzerland. The 2026 launch of the EU Digital Identity Wallet (EUDIW) under eIDAS 2.0 brings a digital version of the licence directly into your phone — opt-in via mobiB or itsme.

Belgian licences are issued at the gemeente/commune (city hall) and recorded in the central register Mercurius managed by FPS Mobility. Replacement, extension and conversion all flow through Mercurius. The validity is 10 years for B (passenger car) and 5 years for professional categories (C, D).

Use abroad: 3 categories of country

Category 1: EU/EEA, Switzerland, UK. Belgian licence is fully valid for tourists, residents, and workers, until expiry. Renewal is done in the country of residence after settling there for more than 6 months. No exchange needed during the validity period.

Category 2: Bilateral exchange countries (USA varies by state, Canada by province, Australia, New Zealand, Japan, South Korea, UAE, Singapore, Brazil, South Africa, Israel and ~30 more). Belgian licence is valid for the first 6-12 months as tourist; once you become resident, exchange to a local licence within a deadline (typically 1-3 years). The exchange is administrative — no driving test, possibly a theory test or eye exam. Submit the Belgian licence to the foreign authority, which sends it back to Mercurius.

Category 3: No agreement. Some countries require a full driving test even for experienced Belgian drivers. Plan ahead: get an International Driving Permit (IDP) under 1949 Geneva or 1968 Vienna conventions from VAB or Touring (EUR 25-35), valid 1-3 years.

Renewing the Belgian licence from abroad

You can renew within 1 year of expiry from any country, in two ways:

1. Via the Belgian consulate in your country of residence. The consulate forwards the file to Mercurius. New licence delivered to the consulate within 4-6 weeks. Cost: EUR 25-50 + consular fee EUR 35.
2. Via a one-day return to Belgium at any gemeente/commune. Bring expired licence, eID, current photograph (35 x 45 mm). Issued same day or within 2-5 working days. Cost: EUR 25-30.

If your licence has been expired more than 1 year, the renewal is more complex — possibly a medical evaluation (CARA assessment for medical fitness) and refresher exam in some categories.

Loss, theft or damage abroad

File a police report at the local police, with translated copy if needed. Notify the Belgian consulate, which issues a temporary travel document for emergency driving (valid 30-90 days). Order a duplicate via the consulate or wait until you return to Belgium. The duplicate has the same expiry as the original, costs EUR 25-30.

Country-by-country exchange overview

Exchange procedure: typical workflow

1. Become formal resident in destination country (registration, BSN, NIE, etc.).
2. Visit the local driving authority with: Belgian licence, residence proof, passport, photograph, fee.
3. For some countries: medical certificate, eye test, theory test.
4. Submit Belgian licence; receive temporary local document.
5. Local authority requests verification from Mercurius via EUCARIS.
6. Local plastic licence delivered in 2-12 weeks.
7. Belgian licence is destroyed or returned to Mercurius for archive.

International Driving Permit (IDP)

An IDP is a translation of the Belgian licence under the 1949 Geneva or 1968 Vienna convention. It is a complement, not a substitute, for the Belgian licence — always carry both. Useful for short-term travel and for countries that don’t recognize the Belgian licence directly.

Issue authorities in Belgium:

• VAB (Vlaamse Automobilistenbond): EUR 25-30, online application, 5-day delivery.
• Touring: EUR 25-30, similar conditions.

Validity: 1 year (1968 Vienna) or 3 years (1949 Geneva), but never longer than the Belgian licence. Required by some countries even for short visits — check VisumCentrale or destination embassy before travel.

Special cases

Professional drivers (C, D categories)

Code 95 (CPC) for professional driving must be renewed every 5 years through 35 hours of continuous training. Renewal abroad through approved training centres in EU/EEA — recognized via the EU model. Outside EU, often requires local certification.

Motorcyclists

A1, A2, A categories follow EU graduated licence rules. After 2 years on A2, automatic upgrade to A in EU. Outside EU, age and experience requirements may differ — check before riding.

Driving theory and practical schools

If your destination requires retesting, language is often the obstacle. Find a Belgian-speaking instructor in expat hubs (Marbella, Barcelona, Paris, Amsterdam) or take the test in English where allowed (Netherlands, Spain in some regions, USA in many states).
