Polish Driving Licence Abroad 2026: EU/EEA Validity, Exchange in Third Countries and IDP

Validity in EU/EEA: directive 2006/126/EC

The Polish prawo jazdy (driving licence) is valid in all EU/EEA + UK + Switzerland under the EU directive 2006/126/EC and bilateral agreements. The licence document itself remains valid until its expiry date printed on the card. From 2013 all EU licences follow a unified credit-card format with category-specific expiries (5 years for C, D, CE, DE; 15 years for B, B+E, A, AM).

Emigrating Polish drivers do NOT need to exchange the licence in another EU country during the licence’s validity. The destination country recognises the prawo jazdy fully — no exchange, no re-test, no extra fee. However, address changes must be reported to the Polish wydział komunikacji within 30 days, and after 2-5 years of foreign residence (depending on country), the destination can request voluntary exchange to a local licence.

Most EU countries offer a ’wymiana na lokalny dokument’ (exchange to local document) for residents. When to exchange voluntarily: (a) when Polish licence approaches expiry — exchanging at this point starts a new validity period under destination rules; (b) when the destination’s procedures are simpler or cheaper than Polish renewal from abroad; (c) when destination employer requires local licence (rare, but some commercial drivers face this).

Mandatory exchange in third countries

Outside EU/EEA + UK + Switzerland, exchange rules vary. Common scenarios:

USA: each state has different rules. New York and California allow exchange with no test for licences from many countries; Texas and Florida require full theory + practical test. International Driving Permit (IDP) valid up to 1 year as visitor, then state licence required.

Canada: each province has different rules. Ontario, BC, Quebec — full exchange with theory + practical test, plus vision test. Driving record from Poland may count toward graduated licensing exemption.

Australia: states like NSW, VIC accept Polish licence for first 3 months, then full local exchange (theory + practical test for non-recognised countries; Poland is on most state lists for simplified exchange).

UAE, Saudi Arabia, Qatar: bilateral agreements with Poland accept exchange without testing. Submit Polish licence + Embassy attestation + medical + small fee. Dubai charge 600-900 AED.

International Driving Permit (Międzynarodowe Prawo Jazdy)

The IDP (Międzynarodowe Prawo Jazdy) is issued by Polish wydziały komunikacji per the 1949 Geneva and 1968 Vienna conventions. Two types: 1949 IDP (valid 1 year, accepted in some convention countries), 1968 IDP (valid 3 years, accepted in most countries). Cost 35 PLN. Required only for non-EU/EEA travel + countries not recognising the EU credit-card format.

Apply at the wydział komunikacji in your starostwo. Documents: Polish prawo jazdy (presented, not retained), photo (3.5×4.5 cm), application form. Issued same day in most offices. Apostille not needed — IDP is recognised under treaty.

Polish licence categories B, A, AM (cards issued from 2013) have 15-year validity; C, CE, D, DE have 5 years. From abroad, options: (a) return to Poland for 1 day (cheap flights from many destinations make this practical); (b) submit through pełnomocnictwo (notarised power of attorney with apostille); (c) some Polish consulates accept renewal applications and forward to PL — not all consulates offer this.

What to do with the Polish prawo jazdy after exchange abroad

When you exchange the Polish prawo jazdy for a local licence in the destination country, the destination authority sends the Polish document back to the Polish wydział komunikacji. The Polish licence is then formally cancelled in CEPiK (Centralna Ewidencja Pojazdów i Kierowców). You hold only the local licence. If you later return to Poland, you exchange the local licence back to Polish prawo jazdy — usually free under reciprocal arrangements. The original CEPiK record (driving history) is preserved and used to determine punishment-point status under the new licence.
